A regular meeting of the Board of Public Safety was held April 20,
1953 at 10;00 A•. M. All members were pre -sent. Minutes of the previous'

Mr. Harold Benjamin first appeared before the Board asking permission
to establish his gasoline transport tractor terminal and garage on a lot
sized 50t x 1501 at the corner of Indiana Avenue and Olive Street. It was
pointed out that this area is zoned "Light Industrial ", in which category
this type of activity will fit. His move to this location from the corner
of Fox and Michigan Streets, is due to an order for removal of this hazar-
dous equipment, issued by the Fire Inspector, from their Michigan'Street
location. The Board directed that a 6 -foot industrial fence be erected
completely around the lot, as requested by Fire Chief, Richard J. Duck.
This was agreed to by Mr. Benjamin, and it was also understood and agreed
that any trailers parked in this enclosed area are to be empty. After
the regulations of the Fire Chief have been complied with, the Board agreed
to issue a tentative permit to use this area for the transport terminal
facilities and purposes meeting the present needs of his business.
The Board next took up the matter of the restoration to Glenn A. Hess
of his position as a police and fire alarm operator in accord with the
decree of St. JOseeph Superior Court No.2, dated November 13, 1952•

1953, the court entered a further decree finding Mr. Hess to sicall
fit to perform the duties of a police and fire alarm operatorbandhreaffirm-
ed the decree previously entered on November 13, 1952.
Mr. Glenn A. Hess, accompanied by his attorney, then presented himself
for assignment to duty in the Fire Alarm and Signal Station of the City
of South Bend. Mr. Hess and his attorney were advised that it would be
necessary, under the Acts of 1937, to take the physical examination and
meet the requirements for admission into the Firemants Pension Fund,
Attorney Hemphling stated that this constituted a separate matter, but
that Mr. Hess would submit to the examination without waiving any legal
rights pertaining to his eligibility for admission into the Pension Fund.
Thereupon, the Board directed the Fire Chief, Richard J. Duck, to assign
Mr. Hess to duty, and the question of any rights under
was left to be determined as a separate issue. the Pension Fund
POLICE DEPARTMENT:
Chief of Police,Richard J. Gillen, being present, delivered to the
Board the written application for retirement of Officer James Perry,
pon the recommendation of the Chief, Officer Perry's application was
ccepted by the Board, effective as of April 17, 1953, and he is granted
erminal leave vacation to and including May 2, 1953•
Application for the appointment of Louis F. Tomschock, employee of
ae Torrington Company, as a Special Police officer in and for the City
South Bend, was next examined and approved by the Board.
IRE DEPARTMENT:
The -Fire Department application of Fred Michalos was examined and
ordered placed on file.
aLEC TRICAL DEPARTMENT:
The recommendation of Supt. Hunsberger that 4000 lumen lights
)e installed at the following locations met with the approval of the
3oard :
Alley intersection on Lawrence Street, between
Corby Boulevard and Howard Street.
Southeast corner Sheridan and Western Avenue.
Southeast corner Studebaker and Liston Street.
The recommendations of Supt. Hunsberger for the installation of
2500 lumen lights at 112 North Studebaker Street and at the alley
intersection in the rear of St. Paults Memorial Methodist Church,
,were approved by the Board.
There being no further business to come before the Board, the
eting was adjourned at 11 :40 A. M.
