Attached to this memorandum is a proposal from Danch, Harner & Associates, Inc., related
to planning services for an investigation of the South Shore Railroad Easement through the
Airport Industrial Park. The purpose of the work is to investigate the easement, determine
true ownership of the easement and any associated land parcels, define potential reuse of
the corridor, and identify any challenges. A map of the area of study is attached for review.
The estimated cost of the services for the project would be in the range of $5,450 to $5,780
plus the cost of copies of the recorded documents. Due to the potential need for title work
or other related copy costs, staff would request a not -to- exceed amount of $7500 for this
project.
Staff requests favorable approval of this proposal.

for future trail system potential, South Bend, Indiana:

Please accept this letter as our written cost quote to provide you with Planning
Services to investigate the existing South Shore Railroad easement that presently runs
through the Airport Industrial Park from Nimtz Parkway on the North to Lincolnway
West on the South. As part of the project we would obtain deeds, as is possible in the
St. Joseph County Recorder's Office, for the properties that the present Easement
crosses. We will create a simple easement diagram that reflects the location of the
Railroad easement, its stated width, and if possible the limitation of the use of the
easement. The purpose is to allow the City to determine if Easement Rights granted to
the South Shore can be transferred to the City for the use as a future trail system.
The estimated cost of our services for this project would be in the range of $ 5,450 to
$ 5,780 plus the cost of copies of the recorded documents.
If the above proposal is acceptable, we could start the required work within 2 -4
working days or less. We would provide you with a copy of the documents and a
Easement Diagram within 2 to 2.5 weeks from the approval to begin this project. If
any additional work were requested, that work would be done at our standard hourly
rates, which are attached.

STANDARD TERMS AND CONDITIONS
1. DXOICE AND PAYMENT PROCEDURES: Danch, Hamer & Associates shall submit invoices, once a
month, at a minimum, to the OWNER for Services accomplished during each calendar month.
The OWNER, as OWNER or authorized agent for the OWNER hereby agrees that payment will be made for said
Services within thirty (30) days from the date of the invoice: and, in default of such payment, hereby agrees to pay
all cost of collection, including reasonable attorney's fees, regardless of whether legal action is initiated. The
OWNER hereby acknowledges that unpaid invoices shall accrue interest at 24 percent per annum after they have
been outstanding for over thirty (30) days. If an invoice remains unpaid sixty (60) days after the date of the invoice,
