2011 Budget Hearings
PERSONNEL AND FINANCE COMMITTEE AUGUST 25, 2010
The August 25, 2010 Personnel and Finance Committee Meeting was called to order by
Council President Derek Dieter at 3:00 p.m.

In the absence of Chairperson Tom LaFountain, Council President Dieter called upon
Gary Gilot the city's Director of Public Works to make the presentations.
Gary used a power point and accompanying 36 page handout (attached) to cover the 15
separate departments or funds under his purview. For each department Gary cited the
2010 accomplishments and 2011 goals. When appropriate he included any significant
changes from 2010 to 2011 proposed budget. These might be due to re-organization,
practices, partnerships or major funding changes. For the funds Gary described their
sources, record of expenditures and funded proposals for the coming years.
It should be noted Tom LaFountain arrived one half-hour into Gary's presentation
assuming the Chair from President Derek Dieter. Oliver Davis, also on the committee
had arrived 5 minutes prior to Tom.
Gary having completed his work turned to John Murphy who has budget oversight for all
these areas. John provided a summary budget sheet covering by column the fund or
department number, the 2010 amended budget, 2011 proposed dollars the variance for
each from 2010 to 2011 as well as the percent change for the same years.
Chairperson LaFountain asked that all questions be held until the conclusion of both Gary
and John's comments.
Upon their completion several Councilmember's asked what were more clarifications
than questions. Of particular interest were the estimates of projected tax revenues, their
timing and anticipated distribution.
Gary made a few summary comments before Chairperson LaFountain adjourned the
hearing at 5:00 p.m.
P. S. After the hearing Mikki Dobski distributed a press release trumpeting the nationally
released award earned by Gary Gilot. According to "American City and County"
Magazine. Gary was "Public Works Leader of the Year" for 2010.
