The September 13, 2010 meeting of the Personnel and Finance Committee of the South Bend
Common Council was called to order by its Chairperson Council Member Tom LaFountain at 5:55
p.m., in the Informal Meeting Room, 4~h Floor County-City Building, 227 W. Jefferson Blvd., South
Bend, Indiana
Committee Members Present: Tom LaFountain, David Varner; Oliver Davis, Karen White
Other Council Present: Derek Dieter, Henry Davis, Ann Puzzello, Tim Rouse, AI Kirsits
Others Present: Rita Kopala, Kathleen Cekanski-Farrand, Mayor Stephen
Luecke, Jeff Parrott, Gregg Zientara
Agenda: Bill No. 49-10 -Annual Council Salary
Bill No. 50-10 -Annual Clerk Salary
Bill No. 51-10 -Annual Mayor's Salary
Chairperson LaFountain opened the hearing by calling upon Council President Dieter to speak to
2011 Council salaries. President Dieter said he had filed a substitute bill reflecting no salary
increases for 2011. Councilmember White agreed with the freeze. Councilmember Varner
motioned the substitute bill go the Council favorably. Councilmember White seconded and all
affirmed.
Bill No. 50-10 -Clerk's Salary 2011
City Clerk John Voorde explained his request fora 2% increase. He said he planned to stick to
that proposal. Councilmember Varner motioned the bill be sent favorably. Councilmember Oliver
Davis seconded and all affirmed.
Bill No. 51-10 -Mayor's 2011 Salary
The Mayor said he asked the salary for his position be frozen for 2011, the last year of this term.
Councilmember Varner so moved, Councilmember Oliver Davis seconded and all agreed to send
favorably.
Under miscellaneous Derek Dieter asked the Council, specifically the sponsors of Bill 30-10, the
Employment Fairness Bill, whether a date to bring the bill before the Council has been decided
upon. There was no consensus.
Chairperson Tom LaFountain, polled the Council and announced the 2011 Budget Wrap-Up
Session will be at 5:30 p.m. on Monday, September 20, 2010.
There being no further business to come before the committee at this time, Chairperson
LaFountain adjourned the meeting at 6:07 p.m.
