(the "Act"). The City contains several vacant and abandoned houses, which if properly renovated and inhabited, would improve their surrounding neighborhoods. The Dollar House Program will encourage individuals to live and invest in the City, and accordingly, establishing the Dollar House Program is in the best interest of the health, safety and welfare of the City and its residents. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA as follows: Section I. The urban homesteading program, commonly referred to as the "Dollar House Program" is hereby established. The South Bend Common Council hereby designates the City of South Bend, Indiana Board of Public Works (the "Board") as the agency charged with administering the Dollar House Program under the Act. The Board, as the contracting body of the City, is further authorized to contract with entities with experience in neighborhood and housing developments to facilitate the completion of the Program, in accordance with the Act. The Board shall make an annual report to the Common Council regarding the progress of the program. Copies of the all rules and regulations for the program shall be kept on file with the Board. Section II. Jefferson Boulevard, 41h Floor South Bend, IN 46601 Dear President Rouse: The ordinance attached requested for approval, is one element in the development of the City's program to address vacant and abandoned homes, commonly referred to as the Dollar House Program. The ordinance establishes an urban homesteading program in accordance with Indiana Code 36-7-17 and designates the Board of Public Works (BPW) as the agency charged with administering the Dollar Program. It also provides that the BPW is authorized to contract with entities with experience in neighborhood and housing development to complete the program. Contracts with South Bend Heritage Foundation (SBHF), Near Northwest Neighborhood ,~NNN), and the Northeast Neighborhood Revitalization Organization (NNRO) have recently been approved. I will be in attendance at the October 22"d meeting to present this request and answer any questions.
