Mr. Greek noted they had one violation caused from a pump being down for one hour. Safety Reports Mr. Jeff Hudak, Central Services and Mr. Ed Herman, Water Works, presented their Safety Reports for the month of July 2010. Opening of Proposals -Airport Development Area Professional Services Board Attorney, Cheryl Greene, questioned why this is going through the Board of Works when it is in the Redevelopment's authority. Mr. Inks noted the grant is to the City and it is necessary to bid this project out. Attorney Greene stated the Board will need to have the bid specificatians to review. Traffic Control Device -Handicapped Accessible Parking Sign Board Attorney Cheryl Greene stated this request from Mr. Craig Bourdon was previously denied by the Board. Now the physician for Mr. Bourdon has followed up with additional information as to their reasoning for the original request. The doctor noted that he understands the resident has a driveway with flat access, but he is concerned that if the resident is not able to shovel their driveway in the winter, there is the potential that they will miss their dialysis treatment. Attorney Greene noted the record should clearly state this is not intended to set precedence; the Board is approving this specific request based on the physician's follow-up request, and the noted condition of Mr. Bourdon's driveway; it is on a hill, with two lanes of concrete with grass in-between. The Clerk was instructed to post the agenda and notify the media and other persons who have requested notice of the meeting agenda. No other business came before the Board. After reviewing those bids, Mr. Rob Nichols, Engineering, recommended that the Board award the contract to the lowest responsive and responsible bidder John Boettcher Sewer & Excavating, 3305 North Home Street, Mishawaka, Indiana 46S4S, in the amount of $72,760.25. Additionally, the Construction Contract was submitted for approval. Therefore, Mr. Littrell made a motion that the recommendation be accepted and the bid be awarded and the Construction Contract approved as outlined above. Mr. Inks seconded the motion, which carried.
