2011 Budget Hearings
PERSONNEL AND FINANCE COMMITTEE AUGUST 19, 2010
The August 19, 2010 Personnel and Finance Committee Meeting was called to order by
it's Chairperson Tom LaFountain at 5:00 p.m.

Chairperson LaFountain with all Councilmember's present opened the meeting with
introductions of his committee and brief review of the budget hearing schedule including
the requested revisions requested by the Controller. Chairperson LaFountain then
recognized City Controller Gregg Zientara to begin the review process.
Over the next two hours much was discussed and questioned before Chairperson
LaFoutain adjourned the meeting at 7:00 p.m. Unfortunately though much was said, little
progress was made actually reviewing departments scheduled. Progress was made
reviewing the basic budget approach as well as a review of available funds including
COIT, CCI, CCD, EDIT, Public Safety LOIT, and LOIT. Discussions included what was
being envisioned and implemented by the Controller to generate efficiencies and
transparency. These system changes include a better tracking system to easier identify
expenditures from funds. Councilmember's Rouse and Dieter had questions about the
accessibility of this information asking to included as new tracking systems are
formulated.
Also covered were proposals to upgrade the equipment and capability of the IT
Department. This includes servers, purchasing, payroll, Navaline, e-mail, and telephone
communication system upgrades. In an effort to move along the Controller provided a
supplemental handout of 30 pages which he correlated to the 800+ page budget document
as his opening remarks and fund illustrations proceeded.
Chairperson LaFountain judiciously adjourned the meeting at 7:00 p.m. suggesting those
items on the evenings schedule not covered by rescheduling.
The next scheduled meeting of the Personnel & Finance Committee would be Tuesday,
August 24, 2010 at 5:00 p.m.
