order at 4:20 p.m.

This bill as explained by City Controller Gregg Zientara is a normal appropriation request
to supplement accounts that are short for one reason or another. Chairperson
LaFountain's committee was specifically asked to approve appropriations totaling
$1,152,000.00. The largest amounting to $600,000 would be used for additional concrete
work. The next largest item $500,000 was settled, liability claims. The most discussed
line item was the $38,000.00 appropriation for B & D consulting, who acts as the city's
lobbyist is Washington D.C. Both Councilmember Karen White and Henry Davis
questioned the measurable outcomes of the expenditure. Councilmember Henry Davis in
particular asked what the consultant accomplished for the city in the past and what was
now on the agenda? The Mayor promised to provide that detail by the 7:00 meeting, if
possible.
Before voting on this bill Chairperson LaFountain asked the Controller Gregg Zientara to
present Bill No. 41-10, a similarly reasoned bill before voting to recommend.

The Controller briefly explained this was a bill that has a $0 net appropriation in that it
only involved transfers from one fund to another to cover routine cyclical shortfalls.
There was brief discussion before Chairperson LaFountain asked for disposition of both.
To that end, Councilmember White moved, Councilmember Oliver Davis seconded both
Bill No. 40-10 and Bill No. 41-10 be sent to the Council favorably. All concurred.
Bill No. 44-10
This bill initiated by the Ordinance Violation Bureau (OVB) asks for fee increases for
"special event" lawn parking licenses. While the city issued 383 permits last year the
current fee schedule did not cover the cost to take and review applications for permits.
City Clerk Voorde provided a brief presentation; but only to stir up a discussion of other
parking and-enforcement questions. Councilmember White, Rouse, and Henry Davis in
particular questioned Voorde and Council Attorney Kathleen Cekanski-Farrand about the
issuance and enforcement process. Ultimately Councilmember Varner moved to send the
bill favorably. Councilmember Oliver Davis seconded. All approved.
There being no other business to come before the committee at this time, Chairperson
LaFountain adjourned the meeting at 6:25 p.m.
