HomeMy WebLinkAbout11/13/07 Board of Public Safety Minutes~~~ PUBLIC AGENDA SESSION OCTOBER 31, 2007 The Board of Public Safety met in the Public Agenda Session at 8:02 a.m. on Wednesday, October 31, 2007 with Board Members Juanita Dempsey, Donald L. Alford, Patrick D. Cottrell and Bruce J. BonDurant present. Also present were Board Attorney Thomas Bodnar, Police Chief Thomas Fautz, and Fire Chief Howard Buchanon. The meeting was held in the Board of Public Works Meeting Room, 13t" Floor County City Building, South Bend, Indiana. Board members discussed the following items from that list: Additions to the Agenda: - Election of President - Police Quarterly Report for Specialized Schools - Fire Department Monthly Statistical Analysis - Declaration of Retirement -Fire Department Mr. Bodnar noted the Board approved the retirement of Captain James Gadacz at their last meeting and this was just the formal Declaration of Retirement that they were accepting for filing. Mr. Gadacz's retirement was effective October 10, 2007. - Police Selection Panel Recommendation Chief Fautz stated the Police department received word yesterday, October 30, 2007, that Mr. John Gast has been approved for membership by the Police Pension Fund. Therefore, his approval should not be conditional on that approval as Chief Fautz's original letter requests. Mr. Bodnar stated Mr. Gast would not be sworn in until November 7, 2007 in the South Bend's City Clerk's office. Martin, Cler POLICE SELECTION PANEL OCTOBER 31.2007 The Police Selection Panel met at 8:35 a.m. on Wednesday, October 31, 2007 in the Board of Public Works Meeting Room, 13" Floor, County City Building, South Bend, Indiana, for the purpose of formulating a recommendation to be made to the Board of Public Safety. Present were Police Chief Thomas Fautz, Board Attorney Thomas Bodnar, Fire Chief Howard Buchanon and Board Members Juanita Dempsey, Donald Alford, Bruce J. Bondurant and Patrick Cottrell. Upon a motion by Mr. Bodnar, seconded by Mr. Alford and carried, the recommendation from Police Chief Fautz to appoint Mr. John Gast to the South Bend Police Department as a probationary employee for a period of one (1) year was approved. It is recommended that Mr. Gast be sworn in on Wednesday, November 7, 2007. BonDurant, Member EXECUTIVE SESSION OCTOBER 31, 2007 The Board of Public Safety met in Executive Session on Wednesday, October 31, 2007, at 8:40 a.m. The meeting was held in the Mayor's Conference Room, 14th Floor, County City Building, South Bend, Indiana, for the purposes specified in LC. 5-14-1.5-6.1 (b) (2) (B) and (b) (6) (A). Board Members Juanita Dempsey, Donald Alford, Bruce J. BonDurant and Patrick Cottrell were present. Also present were Board Attorney Thomas Bodnar, Police Chief Thomas Fautz, and Fire Chief Howard Buchanon. Martin, Clerk REGULAR MEETING OCTOBER 31.2007 The Board of Public Safety met in the regular meeting at 9:18 a.m. on Wednesday, October 31, 2007, with Board Members Juanita Dempsey, Donald Alford, Bruce J. BonDurant and Patrick D. Cottrell present. Also present were Police Chief Thomas Fautz, Fire Chief Howard Buchanon and Board Attorney Thomas Bodnar. 1 1 1 ~s REGULAR MEETING OCTOBER 31, 2007 The meeting was held in the Board of Public Works Meeting Room, 13th Floor, County City Building, South Bend, Indiana. ELECTION OF BOARD PRESIDENT Mr. Alford stated that due to the resignation of former Board of Safety President Jesusa Rodriguez, the Board would take nominations for a new President of the Board. Mr. BonDurant moved, seconded by Mr. Cottrell, that the resignation of President Rodriguez be accepted and Mr. Alford be elected as President of the Board of Safety, effective for one (1) year from today, October 31, 2007. The motion carried unanimously ACCEPT MINUTES OF PREVIOUS MEETINGS President Alford stated unless there were objections by the members of the Board, the minutes of the Public Agenda Session, Executive Session, and Regular meetings of the Board held on October 10, 2007, along with the Special Meeting of October 25, 2007 would be accepted as presented. FIRE DEPARTMENT ACCEPT AND FILE DECLARATION OF RETIREMENT -JAMES GADACZ President Alford advised that Chief Howard Buchanon has submitted to the Board the Application and Declaration for Retirement for Captain James Gadacz. The Board previously approved Captain Gadacz's retirement, effective October 10, 2007. Chief Buchanon noted that Captain Gadacz has served the Department with loyalty and distinction during the last twenty- nine (29) years, and five (5) months. Chief Buchanon joined the Board in thanking him for his commitment, dedication and years of distinguished service to the South Bend Fire Department and the citizens of South Bend. The Declaration of Retirement was accepted and filed. FILING OF MONTHLY STATISTICAL REPORT -SEPTEMBER 2007 President Alford indicated that unless there were questions or objections by members of the Board, the statistical report for the month of September 2007 as submitted by the Fire Department would be accepted for filing. The notification from the Indiana Police and Fire Pension Fund of his approval was received on October 30, 2007, so he cannot be sworn in at today's meeting. It is recommended by the Police Selection Panel that he be sworn in on November 7, 2007 by the South Bend City Clerk. Members of the Board congratulated Mr. Gast. tj V J REGULAR MEETING OCTOBER 31, 2007 EMPLOYEE OF THE MONTH -JULY 2007 -PATROLMAN DAVID YOUNG Patrolman David Young was selected as Employee of the Month for July, 2007. The award is to recognize officers, civilian employees, on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. Captain Jeffrey Walters noted this officer was instrumental in apprehending a suspect in a commercial burglary crime spree. There being no further discussion, the recommendation was accepted and filed. EMPLOYEE OF THE MONTH -AUGUST 2007 -SERGEANT DAVID HERRON Sergeant David Herron was selected as Employee of the Month for August, 2007. The award is to recognize officers, civilian employees, on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. Captain Steven Richmond noted this officer was instrumental in apprehending the suspect in a series of sex offense cases. There being no fizrflier discussion, the recommendation was accepted and filed. EMPLOYEE OF THE MONTH -SEPTEMBER 2007 -CORPORAL KEENAN LANE Corporal Keenan Lane was selected as Employee of the Month for September, 2007. The award is to recognize officers, civilian employees, on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. Captain James Andrews noted this officer was instrumental in identifying the suspect in a possible pedophile case as a past sex offender who has not registered as a sex offender. Officers are currently searching for the suspect for questioning, and or further surveillance. There being no further discussion, the recommendation was accepted and filed. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT -SEPTEMBER 2007 Chief Fautz, noted the crime statistics are down ten percent (10%) from last year. He stated the Police Department has been focusing heavily on burglaries and robberies, and the upward trend is coming down. Chief Fautz noted the outstanding work being done in his department to decrease the number of burglaries and robberies; in particular the arrest of one (1) suspect who is possibly responsible for seven (7) bank robberies. President Alford indicated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of September 2007, as submitted by the Police Department, would be accepted for filing. The report indicated the specialized training attended, the names of the officers who attended, and the costs involved.
