The Special Meeting of the Board of Public Works was convened at 8:3 S a.m. on Thursday, July
29, 2010, by Board President Gary A. Gilot with Board Members Donald E. Inks and Carl P.
Littrell present.
ADDITION TO THE AGENDA
Mr. Gilol noted a request to add a Special Purchase for an emergency water main relocation. Mr.
Phil Custard, Purchasing, stated this was for a water main at Locust and Ireland Roads. He noted
this is a State and County project. They are taking out the hill at that location which has left the
water main exposed. Mr. Littrell stated this should not be an emergency, this should have shown
up in the plans at the beginning of the project. He noted ~JVater Works would have had a set of
plans to review on this project and they should have caught this then and planned ahead, After
review, Mr. Custard informed the Board that the State increased the grade reduction at the last
minute, which then exposed the water main. The original plans did not call for the amount of
excavation that is currently being done. Mr. Inks stated the Redevelopment Commission cannot
add to their agendas for a Special Meeting. The agenda is set once it is published. He stated he
would suggest the Board approve the Special Purchase and ratify it at their next regular meeting.
He recommended they check with Cheryl Greene, Board Attorney, on the law regarding Special
Meetings to verify. Therefore, 1VIr. Gilot .made a motion that the Board approves the Special
Purchase, subject to ratification at the next regular meeting of the Board of Works. Mr. Inks
seconded the motion, which carried.

It was noted that Ortiz Concrete did not provide a S% bid security ar bond. The Clerk was
instructed to contact Ortiz Concrete and allow them 24 hours to provide a bond or security
check. Upon a motion made by Mr. Gilat, seconded by Mr. Inks and carried, the above
Quotations were referred to Engineering For review and recommendation.
ADJOURNMENT
There being no further business to come before the Board, upon a ranotion made by Mr. Gilot,
seconded by Mr. Littrell and carried, the meeting adjourned at 8:40 a.m.

The Special Meeting of the Board of Public Works was convened at 10:35 a.m. on Thursday,
July 29, 2010, by Board President Gary A. Gilot with Board Members Donald E. Inks and Carl
P. Littrell present. Also present was Board Attorney Cheryl Greene.
OPENING OF BIDS - STUDEBAKER AREA A DEMOLITION PHASE IV -BID PACKAGE
B _ PROJECT NO. 109-032 (AEDA TIF}
This was the date set for receiving and opening of sealed bids for the above referred to project.
The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-
County News, which were found to be sufficient. The following bids were opened. Board
Attorney, Cheryl Greene, stated she was looking through the bids to confirm that the Non-
Collusion form and bid bond were included and all paperwork was signed. She noted this is a
federally funded project and there are numerous other Federal requirements that must be met, so
all bids will be subject to confirmation that they conform to Federal requirements. Mr. Littrell
added that all bids received were from previously approved pre-qualified bidders that met all of
the requirements. Upon confirmation by Attorney Crreene that all bids met the preliminary
requirements of a Bid Bond, Non-Collusion Affidavit and were properly signed, the following
bids were publicly read:
