Appraisals -Transpo Northside Blvd site

The current Transpo maintenance facility along Northside Blvd is currently being studied as
an expansion area to the South Bend Central Development Area (SBCDA). The western
part of this site is included in the SBCDA, while the eastern part is not. The East Bank Plan
Phase II (Howard Park neighborhood plan) identifies this site for future development of
residential housing.
As part of the planning process for the expansion and inclusion of this entire site in to the
SBCDA, a cost estimate is needed. For this reason, we have solicited quotes to appraise
the property. The attached appraisals are the two low quotes.
This property contains 12 parcels, is separated by a road, has different zoning
classifications, and includes the current buildings of the old maintenance facility. Because
of the difficulty in appraising this property, the quotes by appraisers are higher than the
Commission's contract limits.
Staff requests approval of the attached two low appraisal quotes for this property, to allow
appraisals to be completed and the planning process to continue.
