The Commission recently became the owner of this site and staff is working to have the site cleared. The need for the additional survey services relates to the need for better information on adjacent parcels as well as information about the right-of-way for both Bowman Street (north of site) and Donald Street (south of site). Also, the environmental remediation work is necessary to meet requirements put on the site demolition by IDEM as part of the future coordination for a site clearance letter. The proposal is broken into the following categories: ^ Additional Topo Services: $600.00 ^ Demolition Plan Services: $1,200.00 ^ Environmental Remediation: $2,000.00 The total amount of the proposal is $3,800.00 and staff recommends approval of this proposal in snot-to-exceed amount of $4,000.00. We have appreciated being able to be of service to you in the past and hope that we may assist you with this project. We have reviewed the documentation and files you provided, and offer the following proposal: SCOPE OF SERVICES (ADDITIONAL TOPOGRAPHIC SURVEY SERVICES) Topographic survey shall include the following: • Data collection of two parcels and Bowman Street north of the original site and Donald Street east of the alley to Michigan Street. • No contours or surface model will be prepared at this time. Once the demolition of the site has been performed a full asbuilt survey can be performed and fees may be negotiated at that time. The estimated fee for performing the boundary and topographic survey will be $600.00. 412 S. The estimated fee for performing the changes will be $1,200.00. SCOPE OF SERVICES (ENVIRONMENTAL REMEDIATION) The Indiana Department of Environmental Management issued a "Comfort Letter" for the former EMI site that addressed the Recognized Environmental Concerns (RECs) detailed in the Wightman Petrie Phase I Environmental Site Assessment. Wightman Petrie has reviewed this letter and will provide environmental testing and classification of the materials still left on site so that the potential demolition contractor's will be prepared to dispose of the material. Wightman Petrie will provide coordination with area landfills to determine testing requirements before they will accept the materials, collection of the different materials and analytical testing by an independent laboratory. Wightman Petrie will address the IDEM Comfort Letter so the demolition and environmental remediation of the EMI site will cover all of the RECs. Tasks included are site visits, sample collection, landfill coordination, laboratory analysis, plans and specification modification. The estimated fee for performing the above mentioned task will be $2,000.00.
