The attached Professional Services Agreement is a proposal from Danch, Harner &
Associates for relocation efforts for a private club at 807 W. Indiana Avenue. This private
club is located in the area on the north side of Indiana Avenue, which has been targeted for
the expansion of Ignition Park.
Staff has had many discussions with club members regarding their relocation, and they
believe they have found a new building that will accommodate their needs, which is before
the Commission this morning.
According to the City's zoning ordinance, private clubs can only locate in the Mixed Use or
Local Business zoned areas of the City. Within these areas, a private club must seek a
special exception, requiring them to go before the Area Plan Commission and Common
Council for approval. This club is going from a Mixed Use to a Mixed Use area.
Total project services cost is $3,150, which includes the preparation of all documents
necessary to seek this special exception. Also included in this proposal is the
representation needed to go before Area Plan and the Common Council. Staff feels since
we are requesting the relocation of this club, it is fair that the club not be required to pay for
these services.
Staff requests approval of this Professional Services Agreement, to allow the relocation of
this club to be brought before the Area Plan Commission and Common Council by a highly
regarded professional firm, which is very familiar with the requirements needed.

Dear Mr. Relos:

Please accept this letter as our written cost quote to provide you with Planning Services
to prepare a Special Use and Variance Petition for a proposed re-location of a Private Club to
property located at 2602 Western Avenue, South Bend, Indiana. Our scope of services would
be as follows:
A). Preparation of a Special Use-Variance Petition for the relocation of a Private Club to
property located at 2602 Western Ave., including Preliminary Site Plan, Application forms,
Notice of public Hearing, Notice to adjacent owners and representation at Board of Zoning
Appeals Public Hearing(s) and at South Bend Common Council Public Hearing(s).
Cost of Planning work described above ................................................ $ 2,450;
Cost of submittal fees, mailings & legal advertisement ............................... $ 700;
If the above proposal is acceptable, we could start the required work within 5-9 working
days or less. We would plan to submit the Petition to the Board of Zoning Appeals by Aug.
l Ot~' for a Sept. 1st Public Hearing and either a Sept. 27th or Oct. 12th meetings before the
City Council. We will require a signature from the existing owner to represent them at the
BZA Public Hearing.
