An Ordinance of the Common Council of the City of South Bend, Indiana, Transferring from
the Common Council's Personnel Services Fund # 10 to the Common Council's Promotional
Fund # 33 the Sum of $2,400 and Appropriating $ 2,400 for Promotional Expenditures
Statement of Purpose and Intent
Earlier this year the South Bend Common Council established as one of its primary goals for
2006 to make South Bend a safer city.
Consistent with that goal, the Council would like to sponsor ten (10) youth between the ages of
10 to 14 years of age, so that they will be able to attend an 8-week Youth Camp at the Martin Luther
King Center.
The transfer of funds and appropriation process would enable this sponsorship to take place.

Indiana, as follows:
Section I. The sum of two thousand four hundred dollars ($ 2,400.00) is decreased and hereby
transferred from:
Common Council
Personnel Services
Permanent Part Time 101-0301-411.10-09
and is increased and transferred to:
Common Council
Personnel Services
Promotional 101-0301-411.33-03
Section II. The sum of two thousand four hundred dollars ($ 2,400.00) is hereby appropriated
and set aside within Common Council's Promotional Fund # 33 to be used for the following
expenditure:
$2,400.00 To fund sponsorship/partnership with Ark Angels so that ten (10) youth
may attend an 8-week summer camp at the Martin Luther King Center
Section III. This ordinance shall be in full force and effect from and after its passage by the
Common Council and approval by the Mayor.

Charlotte D. Pfeifer ~ today's edition of the South Bend Tribune, there is an article entitled "King
Second District youth Camp Still Needs Sponsors -Organizer: Leadership Lessons To Deter
Roland Kelly Violence". I am attaching a copy of it for your review.
Third District
In keeping with the Council's recent plunge into several city neighborhoods, and
Ann Puzzello the Council's goal to make our city safer, I am introducing the attached ordinance.
Fourth District
This ordinance would transfer $2,400 from the Council's Personnel Service Fund
David Varner # 10 and transfer it to the Council's Promotional Fund # 33. It would then
Fifth District appropriate this $2,400, so that the monies may be used to sponsor ten (10) youth
positions at $30 each for an 8-week summer camp. The summer camp will be
Ervin Kuspa held at the Martin Luther King Center (M-F) from 7:45 a.m. to 5:30 p.m. In this
Sixth District way the Council would be partnering with Ark Angels, which is the nonprofit
Al "Buddy' Kirsits group sponsoring the Youth Camp. The camp will conduct lessons on Stephen
At Large Covey's habits for "Highly Effective People" as a way to deal with various issues
which lead youth to violence.
