AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA APPROPRIATING $142,632 RECEIVED FROM THE U. S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT'S SHELTER PLUS CARE GRANT PROGRAM
WITHIN FUND 212 -COMMUNITY DEVELOPMENT FUND.
STATEMENT OF PURPOSE AND INTENT:
In order to provide housing & services to seriously physically and mentally ill individuals
within our community, the City of South Bend received funds from the U.S. Department of
Housing and Urban Development for the delivery of such services through various sub-grantees.
The funds appropriated in this ordinance will aid in defraying the costs of housing and provide
services.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana:
Section I. The sum of $142,632 is hereby appropriated and allocated among accounts as
set forth below:
Madison Center, Gateway Apartments ................$97,920
Aids Ministries/Aids Assist ............................$44,712
$142,632
Section II. This ordinance shall be in full force and effect from and after its passage by the
Common Council and approval by the Mayor.

The attached ordinance will appropriate Shelter Plus Care grant funds received by the City of
South Bend from HUD. The funds will be used to defray housing costs for the seriously mentally
and physically ill in programs operated by Madison Center and AIDS Ministries/AIDS Assists.
The programs use rental subsidies along with case management to stabilize clients. Please let me
know if you have any questions.
John Sellers, or I, will present this ordinance at your May 8th, 2006 meeting.
