STATEMENT OF PURPOSE AND INTENT
These parcel are requested to be rezoned from SF2 Single Family and Two Family District;
and GB General Business District to LI Light Industrial District to allow the Bosch
Corporation to expand their facility.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana as follows:
SECTION I. Ordinance No. 9495-04, is amended, which ordinance is commonly known as
the Zoning Ordinance of the City of South Bend, Indiana, be and the same hereby is
amended in order that the zoning classification of the following described real estate in the
City of South Bend, St. Joseph County, State of Indiana:
Lots 80 through 82 inclusive, Lots 84 through 89 inclusive, and Lots 93 through 96 inclusive
of West End Subdivision; Lots 69 through 72 inclusive, and Lots 85 through 88 inclusive of
Kaley's 1St Addition; and Lots 121 through 124 inclusive of Kaleys' 2"~ Subdivision
be and the same is hereby established as LI Light Industrial District.
SECTION ll. This ordinance shall be in full force and effect from and after its passage
by the Common Council, approval by the Mayor, and legal publication.

The petitioned parcels are located along the newly relocated Meade Street in South
Bend. The parcels are currently zoned GB-General Business District and SF2 Single Family
and Two Family District. These parcels have recently been acquired by the City for the Bosch
Corporations expansion project. All existing houses have demolished and the sites are vacant.
In order to achieve this expansion project, a rezoning to LI Light Industrial District shall best
suit the purposed.

Dear Council Members:
I hereby Certify that the above referenced ordinance of City of South Bend was legally advertised on Thursday,
Apri16, 2006 and that the Area Plan Commission at its public hearing on Tuesday, April 18, 2006 took the
following action:
Upon a motion by John DeLee, being seconded by Roland Kelly and unanimously carried, the
proposed ordinance and site development plan of the City of South Bend to zone from "SF2" Single &
Two Family and "GB" General Business to "LI" Light Industrial, property located at a vacant,
triangular shaped parcel bounded on the east by Meade Street, on the north by Lawton Street and the
southwest side by Washington Street; four vacant lots lying north and adjacent to Lawton Street from
Meade Street West 160 feet to the first north/south alley west of Meade Street; eight vacant lot from
Kenwood Avenue north to Bertrand Street being 160 feet in width, east and west, from Meade Street
west to the first north south alley west of Meade Street, City of South Bend is sent to the Common
Council with a favorable recommendation. The rezoning is for the expansion of the Bosch facility. It
is compatible with the adjacent industrial land use. It is consistent with the Comprehensive Plan
economic development policy. Lastly, landscaping will help buffer the surrounding neighborhood.
PLEASE NOTE that the Ordinance has been amended by the petitioner and is different than that used for the
Common Council's first reading. The amended Ordinance was legally advertised and heard by the Area Plan
Commission.
The deliberations of the Area Plan Commission and points considered in arriving at the above decision are shown in
the minutes of the public hearing, and will be forwazded to you at a later date to be made a part of this report.

Kenwood Avenue north to Bertrand Street being 160 feet in width, east and west,
from Meade Street west to the first north/south alley west of Meade Street.
Jurisdiction: City of South Bend
Requested Action:
The. petitioner is requesting a zone change from "SF2" Single & Two Family and "GB" General
Business to "LI" Light Industrial to allow the expansion of the Bosch Corporation parking lot.
Land Uses and Zoning:
On site: On site is an existing building, existing parking lot, and vacant undeveloped land
zoned "LI" Light Industrial, "GB" General Business, and "SF2" Single Family
Residential.
North: To the north is Bendix park zoned "SF2" Single Family Residential.
East: To the east are single family houses zoned "SF2" Single Family, a vacant parcel
of land zoned "LI" Light Industrial, and a warehouse zoned "LI" Light Industrial.
South: To the south is the Amtrak Station zoned "LI" Light Industrial.
West: To the west is the Bosch Corporation buildings zoned "LI" Light Industrial.
District uses and development standards:
The "LI" Light Industrial District is established to provide for development of office/warehouse,
warehouse/distribution, wholesale, assembly and manufacturing or processing facilities which are
clean, quiet, free of hazardous or objectionable elements such as noise, odor, dust, smoke, or
~~ -- ~ ~ ~- glare. Permitted uses in this district tend to generate heavy traffic, require extensive community
facilities, and may require limited amounts of outdoor storage. The LI District is also intended to
function as a transitional district between the more intense general industrial districts and other
less intense districts.
Site plan description:
The site plan shows 648 parking spaces. Access is from Bertrand Street at the northeast corner of
the site, from Meade Street on the eastern side of the site, and from Washington Street.
Walkways and landscape screening are shown.
Zoning and land use history & trends:
Prior to 1997 the petition area was a mix of commercial and industrial zoning. In 1997, the area
to be rezoned and areas adjacent to the east were rezoned from "B" Residential, "C" Commercial,
"D"Light Industrial, and "E" Heavy Industrial to "A" Residential for the purpose of bringing the
existing houses into zoning conformance and to allow for the construction of single-family
houses. It was rezoned to residential with the hope that it would spur the construction of new
single family homes within this area which transitioned between commerciaU industrial and
residential land uses. The residential infill never occurred.
Traffic and transportation considerations:
Bendix Drive is a four lane street at this location. According to the MACOG traffic counting
program, 6,336 cars per days traveled on Bendix Drive south of Bertrand Street in 2004.

Utilities:
The site is served by municipal water and sanitary sewer.
5 Criteria (per IC 36-7-4-603):
1. Comprehensive Plan:
Policy Plan:
Goal 2: Encourage the economic development of the county and its municipalities.
Objective A: Ensure that suitable. areas are available for future industrial development.
Policy iii: Heavy industrial uses should have frontal access to State highways and/or major
arterial streets. These uses will also have access to railroad lines. Topography shall have
less than 3% slope. Sites will have full access to municipal water, wastewater, and
sanitation services.
This petition is consistent with the Comprehensive Plan economic development policy.
Land Use Plan:
This area is not identified by the Land Use Plan for a specific land use.
2. Current conditions and character:
Currently, the area to be rezoned is vacant. The area to the east is mostly single-family houses.
3. Most desirable use:
The most desirable use would be fora "LI" Light Industrial use.
4. Conservation of property values:
The impact on surrounding residential property values should be minimized with property
landscaping.
5. Responsible development and growth:
It is responsible development and growth to locate light industrial uses adjacent to other industrial
uses and rail lines that are served by municipal water and sewer.
Recommendation:
Based on information available prior to the public hearing, the staff recommends that this petition
be sent to the Common Council with a favorable recommendation.
Analysis:
