Ann Puzzello Chairperson, Committee of the Whole ORDINANCE NO. ~,,, ~ ~Z ` - ~ ~ AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA APPROPRIATING $300,000 OUT OF SEWAGE WORKS CAPITAL FUND (#642) TO PAY COSTS ASSOCIATED WITH UPGRADE OF A RAW SEWAGE PUMP REQUIRED TO MEET PERMIT REQUIREMENTS AT THE WASTEWATER TREATMENT PLANT. STATEMENT OF PURPOSE AND INTENT The wastewater treatment plant has three raw sewage pumps that are necessary to meet the "firm capacity" requirements of the City's NPDES permit. Raw sewage pump # 1 was replaced as part of the 2010 Capital program. A second pump has failed and needs to be replaced. This can be best accomplished by rebuilding and upgrading the old number # 1 Raw sewage pump. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: Section I. The sum of $300,000 is hereby appropriated from and set aside within Sewage Works Capital Fund (No. 642) for purposes of paying for the rebuilding and upgrading of old number #1 Raw Sewage pump. Section II. LUECKE, MAYOR DEPARTMENT OF PUBLIC WORKS June 17, 2010 Mr. Derek Dieter, President South Bend Common Council In Re: Ordinance Appropriating $300,000 for Raw Sewage Pump Rehabilitation. Dear President Dieter: The attached ordinance is offered for Council consideration. It deals with a new appropriation from Sewage Works Capital Fund (#642) under the category of "Treatment and Disposal of Equipment" in the 2010 Sewage Works Capital budget for wastewater. Sufficient monies are in Fund #642 to cover this requested appropriation. The total dollar amount to be appropriated is $ 300,000. These funds will be primarily used to cover rehabilitation and upgrade of the old Raw Sewage Pump # 1 which was recently replaced. A second of the three raw sewage pumps at the wastewater plant required to meet "firm capacity" requirements in the NPDES permit issued by IDEM to the City has failed and needs replacing. Rebuilding and upgrading the replaced number 1 pump is the most cost effective way to continue to meet this permit requirement. We believe this to be an emergency and appreciate the Council's consideration of this appropriation request. I will make the formal presentations and am available anytime if you have questions.
