This area of Indiana is susceptible to the presence of arsenic, particularly in groundwater with high iron and manganese concentrations. An engineering study will assist the City to solve the problem of arsenic levels in the Waste Water Treatment Plant sludge due to backwash water. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, as follows: Section I. The sum of $75,000 shall be and hereby is appropriated from and set aside within Loss Recovery Fund (#227) to pay for an engineering study to address the level of arsenic in backwash water in South Bend's Water Filtration Plants. Section II. This Ordinance shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. LUECKE, MAYOR DEPARTMENT OF PUBLIC WORKS May 18, 2010 Derek Dieter President, South Bend Common Council 4`" Floor, County-City Building South Bend, IN. 46601 RE: Loss Recovery Fund Appropriation Ordinance Dear Mr. Dieter: Enclosed for filing with the South Bend Common Council is an ordinance appropriating $ 75,000 within the Loss Recovery Fund 227. A study is necessary for the purpose of evaluating solutions for removing oxidized arsenic from the backwash water at Edison Filtration Plant, the North Station Filtration Plant, and the Pinhook Filtration Plant. Arsenic is commonly found in this area of Indiana particularly in groundwater with higher iron and manganese concentrations. The arsenic is oxidized and removed with the iron and manganese at these three filtration plants. The Wastewater Treatment Plant has unacceptable levels of arsenic in their sludge and the source is our backwash water. The Water Utility released a Statement of Qualifications (SOQ) document to six engineering f rms with water treatment experience. After an extensive evaluation process, we selected a firm with previous experience with an identical project.
