The August ~ 3, ~~47 meeting of the Corr~n~unity Relations Con~rnittee of the South
Bend Common Council eras called to order by its Chairperson, Council Member Randy
i~elly at :4~ p~n~~ in the Council's lnforrnl Meeting Roor~.
Persons in attendance included Council Members ~Celly, Rouse, i~irit, Varner, Dieter,
~Cuspa and Puello; Code Enforcement Director Catherine Toppel, ~.larie I~oo of the
ou~f~ Berg Tribune end l~athleen Ckanski-Frrand, Council Attorney,
Council Mer~ber l~Ceily noted that the committee n~en~bers include Coum~cil Members
'UlJhite, Varner, Pu~zello and himself.

Council Member Kelly noted that today's Can~n~ittee reeting gill have the sponsors of
the Bill highlight their proposal since another meeting has been scheduled far August
ot~
Council Member Pfeifer asked the presenters ~uhether they believe there has been
sufficient time far input,
Council Mer~ber Kirits stated that "the public has been screamning for this ordinance for
years". He noted that the substitute bill i good ordinance ~rhich i proactive.
Council President Rouse stated that a public hearing eras held on August end and that
they are responding to the concerns raised. He added that h has had the ~ffi~e of the
City Clerk make available copies of the US Department of Justice CDPS repo~k v`rhich
the Council Attorney located and utilised in the preparation of the substitute bill.
Council Member Dieter inquired hoer the la~un parking ordinances passed earlier this
year uvere being enforced, noting that the police department v~ould like to begin issuing
tickets.
Cade Enforcer~ent Director Catherine Toppel stated that her office is issuing ~varnin.
She added that she intends to meet vuith Police Chief Thomas Faut~ to coordinate
efforts on enforcerr~ent.
There being no further business to come before the Committee, Council 111lernber Kelly
adjourned the meeting at 4:8 p.m.
