Kendall St Phase I( Date: July 23, 2010 The attached Professional Services Agreement is a proposal from Phifer Environmental Services for a Phase II site assessment for 1521 / 1527 S. Kendall St. A Phase I was completed by Phifer Environmental for this property on June 21, 2010, which revealed certain Recognized Environmental Conditions. A Phase II is recommended to ensure the building's historic and current use, as an auto body and repair /service shop, have not contaminated surrounding soil. This proposal includes doing four Geoprobe soil borings, to a depth of 20 feet, for laboratory testing. These four soil boring sites will then be used to gather ground water, which will also be tested. This data will then be reviewed and compiled into the Phase II report, with an opinion given whether further site assessment is needed. Total project services cost is a not to exceed of $4,745. Staff requests approval of this Professional Services Agreement, to allow a Phase II environmental site assessment to be completed for this property. July 14, 2010 Mr. David Relos, Economic Development Planner Community and Economic Development City of South Bend 1200 County-City Building 227 West Jefferson Boulevard South Bend, Indiana 46601 Subject: Proposal for Phase II Environmental Site Assessment 1521/1527 Kendall Avenue South Bend, Indiana PES Proposal #P10-118 Dear Mr. Relos: Phifer Environmental Services, LLC. has recently completed a Phase I Environmental Site Assessment of the property identified as 1521 and 1527 Kendall Avenue, in South Bend, Indiana The subject site consists of two land parcels totaling approximately 0.2268-acres, with the northernmost parcel (18-8025-1020) being vacant and grass covered, having previously been developed as a residential dwelling (demolished circa 1998), with only remnants of the concrete slab for the former detached garage remaining. The southernmost parcel (18-8025-1021) is developed with an approximate 1632 sq. ft. wooden-framed, slab on grade, pole-type building with sheet metal exterior panels, having been constructed in 1990. The building initially served as a body shop (Gammage Enterprises), although over the last 1.5-years has been leased as an auto repair and service shop. There are two roll-up doors that allow for access to each of two service bays (from east/west alleyway). There are also two pedestrian doors, one to the service bay area; the other off of Kendall Avenue to a small office area of the building. To the west of the building is a secured (chain link fence with barbed wire) grass and gravel covered lot for staging of vehicles. Access to the secured lot is via a swing gate from the adjacent north-south alleyway. As documented by the Phase I Environmental Site Assessment, the following Recognized Environmental Conditions were identified for their potential for environmental impact to the subsurface environmental: 1) Historical auto body repair (including historical painting) and current auto. service/repair operations have a potential for environmental impact to surface and subsurface soils as a result of poor waste management practices (waste paints, waste oils, waste antifreeze, waste solvents/degreasers). The presence of waste oil pools on the concrete in close proximity to floor drains, stained soils in the area of waste oil containers, as well as other stained soils in the rear fenced area are all indications of poor management practices. 2502 Lincoln Way West P.O.430 Mishawaka, IN 46546 (574)968-7191 (574) 255-4699 An accumulation of waste tires within the rear fenced area is not considered a Recognized Environmental Condition; although a timelier disposal is recommended. Other Best Management Practices regarding the storage of "flammables" within a "Flammables Cabinet" and making sure that care is taken so as not to introduce waste oils to the existing floor drains (to sanitary sewer) should also be implemented. Other surrounding property use, which is predominately residential with the exception of retail and commercial business entities along W. Indiana Avenue, is not considered as having a potential for significant environmental impact to the subject site based on factors that include topography, presumed ground water flow direction, extent of remedial action completed (i.e., determination of No Further Action), and location relative to the subject site. We note that the area is currently, and has historically been, connected to municipal water and sewer services, which would minimize the potential for exposure to any contaminants that may be present within the subsurface soils and groundwater. Based upon the aforementioned, PES recommended a Phase II Environmental Site be undertaken for the purpose of assessment the extent to which, if any, the historical activities have potentially impacted the subsurface environment. Accordingly, the following sections present our approach toward conducting the Phase II Environmental Site Assessment, projected costs and a tentative schedule for completion. PROPOSED SCOPE OF SERVICES Soil Sampling via Geoprobe Methodology Geoprobe methodologies (small track mounted hydraulically driven sampling probe) will be used to collect soil samples from a total of four locations across the subject site. One soil boring is proposed for an area immediately north of the existing garage structure, in in a presumed down gradient direction for groundwater flow in the area. The second boring is proposed for the area of waste oil storage and staining within the adjacent (west) fenced area. The third and fourth boring would be established inside of the building, one within each of the service bay areas of the garage building (near existing floor drains). For each of the Geoprobe boring locations, discrete soil samples will be collected at 4- foot intervals throughout the soil profile to a depth of 20 feet below ground surface, or until saturated soil conditions are encountered. Each soil sample interval will be screened for the presence of volatile organics by placing a portion of the soil sample into a plastic bag, allowing time for equilibration, and insertion of a photo ionization detector (PID) probe to observe a reading of "total VOCs" in parts per million (ppm). All data associated with the field screening of VOCs will be recorded for future reference (Soil Boring Logs). In addition, a portion of each discrete sampling interval will also be collected for submittal to the laboratory. PES proposes to submit one soil sample from each of the four boring locations based on the PID field screening results and/or other indications of the presence of potential contamination (visual or olfactory). In the event that field screening with a PID, visual or olfactory observations do not indicate the presence of contamination; the depth interval immediately above the soil/groundwater interface will be submitted for laboratory analysis. Each of the soil samples selected for laboratory analysis will be analyzed for the presence of Volatile Organic Compounds (VOCs) and TPH Extended Range Organics (TPH-ERO). PES will utilize IDEM guidance Terra-Core. Methods to collect soil samples from each discrete sampling interval for the analysis of VOCs. Soil samples to be analyzed for TPH-ERO will be collected within pre-cleaned, laboratory provided 4-ounce jars. All soil samples will be labeled,. packed on ice and forwarded to the laboratory under chain-of-custody procedures. Temporary Geoprobe Well Installation for Groundwater Sampling PES proposes to convert each of the four Geoprobe soil borings to temporary wells with insertion of a Geoprobe groundwater sampling device, which allows for the extension of a stainless steel slotted screen for collection of a groundwater sample from the point at which the saturated or water-bearing zone is encountered. For this proposal, PES has assumed that the water-bearing zone will be encountered within 20-feet of land surface. Once installed, each temporary well would be purged until such time as the water discharge becomes relatively free of solids or until at least three gallons of water have been removed. PES proposes that groundwater from each of the temporary wells be analyzed for similar constituents identified for soil samples (VOCs and TPH-ERO). Each groundwater sample will be appropriately labeled, packed on ice, and forwarded to the laboratory (priority overnight delivery) under chain-of-custody procedures. PES will plug the boreholes/wells with bentonite once soil and groundwater sampling activities have been completed. Reporting Upon receipt of the laboratory analyses, data will be reviewed and tabularized. Comparison of the data for each respective chemical constituent will be made to the Risk Integrated System of Closure (RISC) Default Closure Values for Residential and Industrial/Commercial Properties. Upon completion of the initial data review, a "Letter Report" will be prepared which presents the sample collection and analytical methodologies used during the field phase of the assessment. Copies of the sample location maps, tabulated data and comparison to RISC Default Closure Values will also be incorporated. Recommendations for any additional assessment activities will be made for review and comment. SCHEDULE PES proposes to commence site investigation activities within one week of receipt of notification to proceed (depending on weather, utility clearance and Geoprobe availability). Upon mobilization, we anticipate completion of the Geoprobe sampling requiring one day. Laboratory analyses will be completed by Pace Analytical on standard one-week turnaround from receipt by the laboratory. Our initial discussion of results will occur within one day of receipt of laboratory analytical results. Our written "Summary Letter Report" will be submitted within one-week of the initial conference. COST ESTIMATE An ESTIMATED COST for Phase II Environmental Assessment Services with respect to the Baseline Environmental Assessment is presented as follows: Field Engineering Services/Project Management $ 900 Geoprobe Rental (assumes 1-day @ $1,400/day, including mobilization) $1,400 Equipment Rental and Expendable Sampling Supplies $ 200 Laboratory Analysis: 4 soil samples for % Moisture @ $10/sample $ 40 4 soil samples for analysis of VOCs @ $85/sample $ 340 4 soil samples for TPH-ERO @ $50/sample $ 200 4 groundwater samples for analysis of VOCs @ $85/sample $ 340 4 groundwater samples for TPH-ERO @ $50/sample $ 200 Terra Core Sampling Kits for collection of soil samples (15 kits @ $15/kit) $ 225 p g 900 Re ortin ESTIMATED COST $4,745 Please note that this ESTIMATED COST should be considered a Project Maximum, which PES will not exceed without prior approval. However, should the scope of services require modification (i.e., additional borings) based upon field conditions and/or circumstances that would not have otherwise been anticipated, PES will notify the client of such "changed conditions" and resultant cost implication to the project. LIMITATIONS/QUALIFICATIONS The sampling and testing of soil, groundwater and/or other materials not specifically identified in this proposal is beyond the scope of services for this project. Cost estimates for our proposed services have been prepared based on the following assumptions: • PES will have unlimited access to the site during daylight hours; • Interior areas identified for borehole installations will be cleared to allow for sufficient access for equipment • No subsurface obstructions (buried utilities or fill debris) will interfere with our work; • Sufficient access/clearance will be provided for exterior Geoprobe locations; • Groundwater will be encountered within 30-feet of ground surface; • Inclement weather will not interfere with the completion of our field work; • Soil cuttings and purge waters will be returned to the boring from which they were generated, with the remainder of the boring filled with bentonite pellets to land surface; This Phase II Environmental Assessment should be considered as a "tool" in the evaluation of the subject site relative to the potential presence of contaminants, and does not necessarily fulfill Indiana Department of Environmental Management (IDEM) guidelines for delineation of contaminants identified within soil or groundwater.
