HomeMy WebLinkAbout07-12-10 Community & Economic Development Committee~~ ~ ~~ ~~~~~~; ~ ..~ ~ Community and Economic Development Committee 2010 South Bend Common Council The July 12, 2010 meeting of the Community and Economic Development Committee of the South Bend Common Council was called to order by its Chairperson Council Member Timothy A. Rouse at 4:32 p.m. in the Council's Informal Meeting Room. Persons in attendance included Council Members Dieter, Kirsits, Varner, Rouse, Henry Davis, Jr., White and Puzzello; Mayor Stephen J. Luecke, Public Works Director Gary Gilot, P.E., Rita Kopola, Catherine Pittman, Bob Mathia, Ryan Rans, Gregg Zientara, and Kathleen Cekanski-Farrand, Council Attorney. Council Member Rouse noted that the Committee members include Council Members Henry Davis, Jr., Karen L. White, Ann Puzzello and himself, as Chairperson. Bill No. 10-28: 9 year Real Property Tax Abatement Request for 3425 W. Lathrop Drive Bill No. 10-29: 5 year Per'1 Property Tax Abatement Request for 3425 W. Lathrop Drive Council Member Rouse noted the petitioner for Bill Nos. 10-28 and 10-29 representing McCormick & Company, Inc. have requested that the Bills be continued until the meeting of July 26`''. Council Member Puzzello made a motion, seconded by Council Member White that Bill Nos. 10-28 and 10-29 be continued until July 26`h. The motion passed. Bill No. 10-33: 5 year Real Property Tax Abatement Request for Olive Cleveland Partners, LLC Council Member Rouse called for a report from the Community & Economic Development Department. Bob Mathia, Assistant Director of Economic Devleopment reviewed his report dated June 18, 2010 (copy attached). He noted that the Common Council adopted the Designating Resolution for this petitioner on March 8, 2010. The project entails the construction of an 80,000 square foot building to be located on Lot # 14 and Lot # 15 on Vorden Parkway adjacent to 3751 Olive Road. The building will be occupied by Invacare Corporation who is vacating another building to make way for Patterson Logistics Services. The petitioner meets all of the requirements fora 5-year abatement. The Council Attorney noted that usually a Confirming Resolution is not sent to committee, however in light of the time which has elapsed since the Declaratory Resolution was acted upon, it was thought best to have the Petitioner provide an update to the Committee. Ryan Rans then made the formal presentation. He stated that back in March he had agreed to provide an update to the Council. before action would be taken on the Confirmatory Resolution. Mr. Raps stated that a new lease has been entered into, a permit has been requested and that if the Council takes positive action today, that they can begin construction tomorrow. Community and Economic Development Committee July 12, 2010 Page 2 There was no one from the public to speak in favor or in opposition to the Bill. Council Member White made a motion, seconded by Council Member Puzzello that Bill No. 10-33 be recommended favorably to Council. The motion passed. Miscellaneous Business: Council Member Henry Davis, Jr., noted that an article appeared in the Saturday edition of the South Bend Tribune written by Margaret Fosmoe on LaSalle Square. He stated that it raised many good questions and concerns regarding the signage, the parking lots among others. He questioned how much pressure was being applied to get these items addressed by the City Administration. Council Member Rouse noted that he is aware that the owner will be taking action regarding the sign as soon as possible. Council Member White added that she had a conversation in passing regarding the sign, and that it was her understanding that it would be addressed. Council Member Rouse stated that the Mayor is present and that he is sure that the concerns raised in that article will be addressed. There being no further business to come before the Committee, Council Member Rouse adjourned the Committee meeting at 4:40 p.m. Respectfully subm'tted, Council Member 'mothy A. (Bill Nos. 10-28 and 10- 29) Date: July 9, 2010 Consideration of the Designation Resolutions for the subject tax abatements is scheduled for the Monday, July 12, 2010, meeting of the Common Council. The Petitioner has requested that consideration of these petitions be postponed until the Council's July 26`1i meeting to permit McCormick to complete discussions between its local facility in South Bend and the corporate office in Baltimore, Maryland.
