Community & Economic Development s 1865 1200 County-City Building, 227 West Jefferson, South Bend, Indiana 46601-1830 Phone 574/235-9371 Fax 574/235-9021 To: Redevelopment Commission From: Bill Schalliol, Economic Development Planner ~~~ Subject: Oliver Industrial Park -Design Services -Arnold Street/West Property line Date: July 7, 2010 At the April 23~d meeting of the Redevelopment Commission, the Commission approved a proposal from Danch, Harner & Associates ("DHA") to provide a variety of planning and design services related to planned improvements within and adjacent to the Oliver Industrial Park on Chapin Street. On May 21St, the Commission approved a second proposal with DHA to provide design services for entry park signage. The third request, attached to this memorandum, is a proposal from Danch, Harner & Associates is to provide design services for the western edge of the Oliver Industrial Park along Arnold Street. With the recent opening of Underground Pipe & Value located towards the rear of the park, the completion of the retention area in the northwest corner of the park and soon the acquisition of the final two parcels on Ford Street, there is a strong need to address the western side of the park. For years, the neighbors along Arnold Street were separated from the Oliver site by a large building built right to the sidewalk, but with that demolition a few years ago and new industrial development filling the park, a buffer zone needs to be created. The proposal for the project is projected to be $9,750.00 with cost for Bidding & Negotiation (Task 4) and Construction Inspection (Task 5) to be expensed at a time & materials amount. The project includes topographic survey, site analysis, land use planning and design concepts and construction plans for buffering along Arnold Street. Staff would propose approval of Tasks 1-5 with aNot-To-Exceed amount of $11,000.00. Staff requests Commission approval of this proposal. Dear Mr. Schalliol, Danch Harner & Associates is please to submit this proposal for professional Landscape Architecture, Planning, and Engineering services for your consideration. It is our understanding that this project will consist of analyzing the existing residential properties to the west of Oliver Industrial Park to determine how they may be accessed, utilized within the industrial park, and aesthetically buffered from the adjacent neighborhood. Construction plans will then be provided to execute the results of the planning effort. These plans will be incorporated into the construction documents for the Oliver Trail and the Chilled Plow Memorial project. Task 1: Topographic Survey: a) Topographic Survey: This work will include a detailed topographic survey of the above-mentioned area to delineate existing conditions, features, infrastructure, and grade elevations. This survey will be used as a base for improvements and landscape screening application. Cost for this task would be $3,900 Task 2: Analysis and Planning: a) Site Analysis: This will include a detail analysis of the existing conditions such as infrastructure, vegetation, soils, surface drainage, and utility access in the outlined area. This information will be utilized during the planning phase to make determinations on infrastructure need, access, and land use. b) Land Use Planning: Being that these properties are being incorporated into the Industrial Park; we will utilize input from City staff and the site analysis to determine the highest and best use for the property. This will include pedestrian and vehicle access, and future infrastructure need. c) Landscape screening & buffer: This will include designing a landscape buffer on the west side of the Industrial Park, along Arnold Street. These plans will be included with the construction plans for the Oliver Trail and Chilled Plow Memorial. Cost for this task would be $3,600 Task 4: Bidding: a) Bidding: Danch Harner will provide bidding and negotiating services at a time and material basis. Task 5: Construction Inspection: a) Construction inspection: If required, construction inspection services will be provided at a time and material basis and will consist of monitoring day to day construction methods and practices to insure proper installation of the trail, amenities, landscape, and any other project components. Weekly progress reports will be sent to the City and Contractor for review and action. A final punch list would be developed and issued to the City and Contractor before issuing substantial completion.
