Attached to this memorandum is a proposal from Wightman Petrie to perform a topographic
survey for the Gates Toyota Block (Wayne, William, Western, Lafayette). The City
completed a boundary survey of the block area in July 2008, but due to uncertainty on
acquisition opted to hold on completing the topographic survey until our planning got a little
farther along. With the acquisition and reuse planning of the former Schillings building,
streetscape and infrastructure planning at the Fred's Transmission & Clutch site and with
some discussion with developers on a reuse of the Gates property, the topographic survey
is very necessary to current planning.
The proposal for survey services is $11,678.00 and staff would request anot-to-exceed
amount of $13,000.00 to complete this work. Staff requests Commission approval of this
proposal.

Dear Bill
Thank you for the opportunity to present our proposal for surveying for the above referenced project.
We have appreciated being able to be of service to you in the past and hope that we can assist you
with this project.
We have reviewed the project scope and offer the following proposal.
Topographic survey shall include the following:
• Vertical datum for this project will be tied to a known datum.
• Site limits for the topographic survey will be to the West side of Williams Street, the South
side of Western Avenue, the east side of Lafayette Blvd. and the North side of Wayne Street.
• This survey will be supplied on the same datum as the Housing Block project prepared by
Wightman Petrie, Inc.
Limitations:
• Invert measurements made on storm and sanitary structures will be made from above ground
only, utilizing methods that do not require confined space entry apparatus, such as ventilation
and extraction equipment.
• Utility lines will be shown based on field evidence located during our field survey and per
plans and marking provided by the owner, utility companies, or their representatives. We
cannot certify that all utilities required are available.

The estimated fee for performing the topographic survey will be $11,678.00
Be assured that all of the above will be delivered in a continuously timely manner with the timetable
of the project held foremost. As you know, Wightman Petrie guarantees the best possible product
provided in the most efficient manner and accordingly will strive to reduce costs wherever possible.
Our services will be billed monthly unless the amounts in any month are not significant. Our monthly
statements will include charges for some expenses that we may incur on your behalf. If you have
any questions or comments concerning our services or charges during the course of the work, please
bring them to our attention immediately so any problem can be resolved quickly.
If the above is acceptable to you, please sign below and return one signed copy of this letter at your
