The attached Professional Services Agreement is a proposal from Danch, Harner &
Associates for landscaping and engineering services for proposed plans for the
improvement of the corner of Jefferson and Main streets.
This project area encompasses the three lots on the southwest side of Jefferson and Main
streets. Recently the Commission approved the planting of trees on the two grassy lots at
this corner. This project will complete the improvements to this highly visible corner.
To the northern most grassy lot, we would like to replace the topsoil and have it
hydroseeded; add additional mulch to the trees; remove the steel posts along its boundary;
and add three terra cotta colored cement pads, with two benches per pad.
To the middle paved parking lot, we would remove the cement block entrance, and replace
it with shrubby; remove old miscellaneous items sticking out of the ground at the entrance;
remove the large cement barriers at the back of the lot, and reseal and restripe the lot, with
the possibility of repaving the lot; and price new lighting within this lot.
To the southern most grassy lot, we would remove all steel posts along its boundary;
remove the guardrail that is currently laying on the ground at the back of the lot; and
generally clean the area running from this lot to Lafayette Street.
Along the western edge of all three lots, we would make a clean edge of the existing
planting bed, and add landscaping where needed.
Total project services cost is $8,800, with anot-to-exceed amount of $12,000 requested for
the time and materials portion of the agreement.
Staff requests approval of this Professional Services Agreement, to allow the preparation of
documents for this site.

Re: Proposal for Landscape Architecture and Engineering services for:
a) The Southwest corner of Main Street and Jefferson Blvd., containing the three (3) parcels of land
from Jefferson Blvd, south to the vacated alley adjacent and north of the Holladay Properties
building.
Dear Mr. Relos,
Danch Harner & Associates is please to submit this proposal for professional Landscape Architecture and
Engineering services for your consideration. It is our understanding that this project will consist of adding
site, landscape, and curb improvements to the above mentioned parcels.
Task 1: Preliminary Desiqn:
a) Preliminary Desiqn: This work will include a preliminary plan together with all the requested
improvements and probable cost estimates. This plan will be submitted to the City for review and
approval. Improvements to be added are as follows.
North Lot:
1. New topsoil and hydroseed.
2. Improve planting bed along the West border by adding a clean edge, removing weeds, adding
perennials & fresh mulch.
3. Remove metal fence posts/bollards along boundary.
4. Add three bench pads (each containing two benches) and blend into the existing tree pattern.
Middle Parking Lot:
1. Remove existing curb cut on Main Street, replace with new curb.
2. Remove block wall and add evergreen screen hedge.
3. Improve visual appearance of parking lot entry by removing unnecessary elements (i.e.,
pipes, concrete, light fixture).
4. Reseal and restripe parking lot (add alternate for milling and resurfacing parking lot).
5. Remove concrete barriers at back of lot.
6. Add alternate to replace existing parking lot light fixtures to match Michigan Street fixtures.
South Lot:
1. Remove metal fence posts/bollards along boundary.
2. Remove guardrail from West side of lot and improve landscape bed with perennials, mulch
and edging. Add one tree to the West side to create a visual barrier down vacated alley.
3. Clean sidewalk and general alley area that runs from Lafayette, West to project area.
Replace parking stops to proper location.
Cost for this task would be $3,900

Task 2: Construction Documents:

a) Construction Documents: After review and approval from City staff, Danch Harner will provide bid
ready, final construction drawings that will include existing conditions, layout plan, landscape plans,
details, specifications, and final construction cost estimates for the improvements.
Cost for this task would be $4,900
Task 3: Bidding:
a) Bidding: Danch Harner will provide bidding and negotiating services at a time and material basis.
Task 4: Construction Inspection:
a) Construction inspection: If required, construction inspection services will be provided at a time and
material basis and will consist of monitoring day to day construction methods and practices to
insure proper installation of the trail, amenities, landscape, and any other project components.
Weekly progress reports will be sent to the City and Contractor for review and action. A final punch
list would be developed and issued to the City and Contractor before issuing substantial completion.
