PUBLIC AGENDA SESSION JULY 13, 2005
The Board of Public Safety met in the Public Agenda Session at 8:00 a.m. on Wednesday, July 13,
2005 with President Jesusa Rodriguez and Board Members Wesley Taylor, Juanita Dempsey and
Donald Alford present. Also present were Police Chief Thomas H. Fautz, Fire Chief Luther Taylor
and Board Attorney Thomas Bodnar.
The meeting was held in the Board of Public Works Meeting Room, 13th Floor, County City
Building, South Bend, Indiana.
-Minutes
Mr. Bodnar stated the minutes had been reviewed.
- Fire Department
Mr. Bodnar noted the Fire Department did not have any agenda items.
- Request for Medical Leave -Police Department
Mr. Bodnar stated this was for an extended medical leave.
- Donation to Police Department
Mr. Bodnar stated Indiana Auto Parts donated a Head Start school bus to Safetyville as part
of the program called Bus Safety for children.
- Change to Duty Manual -Revised Resistance Control Continuum
Mr. Bodnar stated this is a change of where OC Spray and Taser would be used in regard to
the Duty Manual. Chief Fautz stated that most police departments use this, and it puts the
South Bend Police Department in line with what is occurring in the country.
- Recruitment Incentive -Police Department
Mr. Bodnar stated the Police Department is looking for good quality new officers. This
incentive will reward South Bend Police officers with a day off with pay if they find a
candidate that is hired by the South Bend Police Department.
ADJOURNMENT
There being no further business to come before the Board, President Rodriguez declared the meeting
adjourned at 8:31 a.m.

The Board of Public Safety met in Executive Session on Wednesday, July 13, 2005, at 8:34 a.m.
The meeting was held in the Mayor's Conference Room, 14th Floor, County City Building, South
Bend, Indiana, for the purposes specified in I.C. 5-14-1.5-6.1 (b) (2) (B) and (b) (6) (A) and
adjourned at 9:00 a.m. Board members did not discuss any subject matter other than the subject
matter as specified in the Public Notice.

REGULAR MEETING JULY 13, 2005
The Board of Public Safety met in the regular meeting at 9:02 a.m. on Wednesday, July 13, 2005,
with President Jesusa Rodriguez and Board Members Wesley B. Taylor, Juanita Dempsey and
Donald Alford present. Also present were Police Chief Thomas H. Fautz, Fire Chief Luther Taylor
and Board Attorney Thomas Bodnar.
The meeting was held in the Board of Public Works Meeting Room, 13`" Floor, County City
Building, South Bend, Indiana.
APPROVE MINUTES OF PREVIOUS MEETINGS
President Rodriguez advised that if there were no objections by members of the Board, the minutes
of the Public Agenda Session, Executive Session, and Regular meetings of the Board held on June
,22, 2005 would be accepted.
POLICE DEPARTMENT
APPROVAL OF REQUEST FOR EXTENDED MEDICAL LEAVE -CORPORAL SANDRA
SMITH
Chief Thomas Fautz requested that the Board grant Corporal Sandra Smith a paid, extended medical
leave of approximately six (6) calendar days from July 8, 2005 to July 15, 2005. Upon a motion
made by Mr. Alford, seconded by Mr. Taylor and carried, the request was approved.
DONATION TO SOUTH BEND POLICE DEPARTMENT
Chief Fautz stated a generous donation was made to the South Bend Police Department by Indiana
Auto Parts. A Head Start school bus was donated to Safetyville as part of the program for children
called Bus Safety. There being no further discussion, the donation was accepted.
APPROVAL OF REVISED RESISTANCE CONTROL CONTINUUM - SECTION301 04 OF
DUTY MANUAL
Chief Fautz submitted a revised Resistance Control Continuum with minor modifications to the
Policy adjusting where the Taser/Conducted Energy Weapon Systems (CEWS) and Chemical Agents
fall in the Resistance Control Continuum. Chef Fautz stated this move falls in line with adjustments
made by Law Enforcement across the nation in that the use of less lethal weapons should be
employed. Upon a motion made by President Rodriguez, seconded by Mr. Taylor and carried, the
Revised Resistance Control Continuum was approved.

APPROVAL OF RECRUITMENT INCENTIVE
Chief Fautz stated the Police Department needed to attract quality candidates from the South Bend
area. To encourage and reward this activity, Chief Fautz is asking that any officer not assigned to the
training division, producing a candidate hired by the Police Department, receive a day off with pay as
an incentive. Upon a motion made by Mr. Taylor, seconded by Mr. Alford and carried, the
Recruitment Incentive was approve.
ADJOURNMENT
There being no further business to come before the Board, President Rodriguez declared the meeting
adjourned at 9:05 a.m.
