S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY SHELTER GRANTS PROGRAM STATEMENT OF PURPOSE AND INTENT: In order to deliver services to homeless individuals within our community the City of South Bend received funds from the U. S. Department of Housing and Urban Development for the delivery of such services through various subgrantees. The funds appropriated in this ordinance will aid in defraying the costs of shelter operation and maintenance and in providing essential services and assistance in homeless prevention. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: Section I. The sum of $96,000.00 is hereby appropriated and allocated among accounts as set forth below: PROJECT NUMBER DESCRIPTION AMOUNT ES 97-1 Center for the Homeless, Inc $33,000.00 ES 97-2 St. Joseph County AIDS Task Force 10,000.00 ES 97-3 Youth Service Bureau of St. Joseph County 15,200.00 ES 97-4 YWCA of St. Joseph County 33,000.00 Administrative Costs 4,800.00 Total $96,000.00 Section II. No costs will be incurred or funds expended for any of the programs addressed in this ordinance prior to completion and subsequent certification of the Environmental Review Process specified in Title Twenty-four (24) Part Fifty-Eight (58) of the Code of Federal Regulations, containing the Environmental Review Procedures for the Emergency Shelter Grants Program, and the receipt of an official release of funds from the U. S. Department of Housing and Urban Development. Section III. This ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor.
