The Board of Public Safety met in the Executive Session on Monday, April 12, 2010, at 1:00 p.m.
The meeting was held in the Mayor's Conference Room, 14`h Floor, County City Building, South
Bend, Indiana, for the purposes specified in I.C. 5- 14- 1.5 -6.1 (b) (2) (B) and (b) (6) (A). President
Juanita Dempsey and Board Members Patrick Cottrell, Bruce J. BonDurant, Laura Vasquez, and
Eddie Miller were present. Attorney Joseph Simeri was also present. Board members did not
discuss any subject matter other than the subject matter as specified in the Public Notice. The
meeting adjourned at 1:25 p.m.

The Board of Public Safety met in a special meeting at 1:30 p.m. on Monday, April 12, 2010 with
President Juanita Dempsey and Board Members Patrick Cottrell, Bruce J. BonDurant, Laura
Vasquez, and Eddie Miller present. Also present during the session were Police Chief Darryl
Boykins; Board Attorney Thomas Bodnar; Special Counsel Joseph Simeri; Attorneys for Nicholas
McKinley, Edward Merchant and Leo Blackwell; and Patrolman Nicholas McKinley. A court
reporter from Midwest Reporting was present to record the Hearing. The Hearing was held in the
Common Council Chambers, 4`h Floor, County -City Building, South Bend, Indiana.
POLICE DEPARTMENT
HEARING — CHARGE 10 -01 — PATROLMAN NICHOLAS MCKINLEY
A Stipulation of Record in the matter of Charges against Nicholas McKinley was presented to the
Board, signed by Attorneys Edward J. Merchant and Thomas L. Bodnar. The Hearing was recorded
by Court Reporter Peggy LaLondea from Midwest Reporting.
ADJOURNMENT
President Dempsey stated that the Board would present their findings at the next regularly scheduled
Board of Safety Meeting of April 28, 2010. The Hearing adjourned at 3:55 p.m.
