AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, APPROPRIATING $220,000 OF BUILD INDIANA GRANT FUNDS WITHIN
FUND 230 FOR THE PURPOSE OF FACILITATING ADAPTIVE REUSE OF THE
FORMER DREWRYS BREWERY FACILITIES AT 1408 ELWOOD AVENUE
Statement of Purpose and Intent:
The City of South Bend was awarded a Build Indiana Grant from the State of Indiana, in
accordance with Indiana Code 4-30-17, in 2001 to address pre-development costs associated with the
potential adaptive reuse of the former Drewrys Brewery complex. A grant agreement between the
City and the State of Indiana was executed on September 25, 2001 and subsequently amended on
September 23, 2005. The $220,000 grant is to be used to facilitate "...adaptive reuse of the former
Drewrys Brewery facilities for development of rental and condominium housing." It is necessary to
appropriate these funds for that purpose.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana, as follows:
SECTION I. The sum of $220,000 from a State of Indiana Build Indiana Grant is hereby
appropriated and set aside within Fund 230, the Build Indiana Fund, for facilitating adaptive reuse of
the former Drewerys Brewery complex (including acquisition, demolition, site preparation,
environmental studies and clean-up, disposition, etc.).
SECTION II. This Ordinance shall be in full force and effect from and after its passage by
the Common Council and approval by the Mayor.

Dear Common Council Members:
Enclosed is an Ordinance appropriating $220,000 of State of Indiana Build Indiana Grant funds.
These funds will be used to facilitate the adaptive reuse of the former Drewry's Brewery complex
located at 1408 Elwood Avellue in South Bend.
The Division of Economic Development has been working with the property owner and a
developer for over five years to revitalize this large brownfield site. The execution of a purchase
agreement between the developer and the property owner appears to be feasible within the next
few months, so I feel that it is appropriate to begin the process of funding the pre-development
activities that will facilitate this private land transaction. The use of these Grant Funds will be
environmental cleanup associated with the buildings located en site.

questions you have concerning this ordinance. I will be presenting this item at both the
Committee and Council hearings.
