The sub-grant for this project would be from the EPA funded American Recovery and Reinvestment Act (ARRA) grant to the City of South Bend of $360,000. Under the terms of the grant from EPA, eligible units of government may apply for asub-grant of up to $200,000. There are currently two other approved projects for use of these grant funds: asbestos abatement at Good Shepherd Montessori School and remediation of metals in the former railroad property located south of the former stamping plant. I do not believe that these projects will use all of the grant funds. Because of that I am recommending that the Commission request asub-grant for soil remediation at the former stamping plant property with the understanding that the project will use the balance remaining in the grant after the two projects listed above have finalized their sub-grants. Much of the remediation at this property took place during the demolition of the stamping plant. However, several portions of the site still need remediation. Investigations have identified chemicals of concern (COCs) in soils that include volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), total petroleum hydrocarbons (TPH) and metals. The requested funds will be used to remediate soils containing some or all of these COCs. If you agl•ee to submit these applications they will be forwarded to the Board of Works for approval. Approximately 1.5 million square feet of buildings on the property were demolished in 2006 and 2007. Provide a brief description and history of the Applicant and the Business to be assisted by this loan. Include information on product or service and number of employees for the Business. The South Bend Redevelopment Commission exists and operates under the authority of LC. 36-7-14. They have designated several redevelopment and economic development areas ~-ithin the city and have undertaken a number of projects to bring about redevelopment and/or economic development. One such project is the redevelopment of the former Studebaker and adjacent properties and the development of Ignition Park. Identify the site for which the loan has been requested. Include information on the current owner of the property, street address, size, zoning, and other related information. Attach a site map. The property is owned by the South Bend Redevelopment Commission. It was purchased on March 7, 2002. It is zoned industrial and contains approximately 31.67 acres. The property was used by the Studebaker Motor Company as a stamping plant. After Studebaker closed in 1963 the property was operated as a stamping plant by Allied Products and subsequent firms. Describe your plans for redeveloping the site. Include a detailed description of all elements of the proposed plan, such as type of development (residential, commercial, office, etc.), estimated private investment in the site, estimated taxable value, and estimated construction timetable and other related information. Describe any commihnents for financing the proposed project. Attach a Preliminary Site Plan. -2- The property is no~v vacant land as the buildings formerly located on the site were demolished in 2006 and 2007. This site will be combined with other former Studebaker properties for development as Ignition Park. Ignition Park represents South Bend's response to a decision in 2008 by the Semiconductor Research Corp.'s Nanoelectronics Research Initiative (NRI) to locate the fourth of its national research centers at the University of Notre Dame. Known as MIND, the Midwest Institute for Nanoelectronics Discovery is focused on creating the architecture to replace the complementary metal oxide semiconductor technology now in use today. Through MIND, Notre Dame brings together researchers from eight universities, including Purdue University, Penn State University, the University of Illinois, the University of Michigan, the University of Texas at Dallas, Georgia Tech University and Cornell University. Ignition Park will concentrate on high-potential technologies and ventures, as well as the commercialization of nanotechnology concepts inspired by MIND. Provide a summary of the environmental investigations completed at the site and the contamination impeding development of the site. A Phase I Environmental Site Assessment (ESA) was conducted by Hull & Associates, Inc. in January 2001. This was followed by an Initial Phase II ESA in December 2001. Estimated cost for the cleanup: The South Bend Redevelopment Commission is requesting a grant of up to $200,000 of RLF American Recovery & Reinvestment Act (ARRA) funding to address the remediation of soils at this site.
