Attached is a proposal from Danch, Harner & Associates to provide a variety of planning
and design services related to planned improvements within and adjacent to the Oliver
Industrial Park on Chapin Street.
The scope of work proposed within this proposal would allow for planning and design for the
Oliver Chilled Plow Memorial Sculpture Plaza, incorporation of a pedestrian pathway
system through the park connecting the Arnold Street bike network corridor to the
Chapin/United Drive bike network corridor, and would plan and design park entry signage
for the industrial park. With the near completion of the Underground Pipe & Valve complex,
the work at the Kroc Center site north of the park, and the planned Ignition Park
development, it is time to complete the Oliver Industrial Park.
The proposal for the project is projected to be $32,535.00 with cost for Bidding &
Negotiation (Task 4) and Construction Inspection (Task 5) to be expensed at a time &
materials amount. Staff would propose approval of Tasks 1-4 at this time with aNot-
To-Exceed amount of $40,000.00. Staff would bring Task 5 back before the Commission
as part of a project proposal for the final development of the scope of work.
Staff requests Commission approval of this proposal.

Dear Mr. Schalliol,
Danch Hamer 8~ Associates is pleased to submit this proposal for professional
Landscape Architecture, Planning, and Engineering services for your consideration. It
is our understanding that this project will include a pedestrian trail system within the
boundary and easements of Oliver Industrial Park, crossing Prairie Avenue and heading
east along United Boulevard, connecting to Coveleski Stadium. This trail will provide
access and connectivity to the surrounding neighborhoods and other commercial uses.
This project also includes the incorporation of a Memorial Sculpture Plaza that
commemorates the historical significance of the Oliver Chilled Plow.
Task 1: Toooarauhic Survev:
a) Topographic Survev: This work will include a detailed topographic survey of the
above-mentioned area to delineate existing conditions, features, infrastructure,
and grade elevations. This survey will be used as a base for the trail and
memorial plaza design & construction drawings.
Cost for this task would be $5,950

Task 2: Protect Kick-0ff and Preliminary Desi~tn:
a) Proect Kids-off: This will include a meeting with City staff to gather input on
design requirements, trail routing, and project scheduling.
b) Preliminary Desi4n (Trail): This will include the submission of conceptual design
options to the City staff. The conceptual drawings will address various
components of the design including the proposed trail alignment 8 material usage,
trail connectivity to the surrounding community, wayFnding trail signage, amenity
types and styles (benches, litter containers, and bike racks) along with their
proposed locations, pedestrian lighting, landscape planting locations, and probable
construction cost estimates. The conceptual plans will be submitted to the City for
review and comment. We anticipate two to three additional meetings with the City
staff to finalize the conceptual design before moving to final design.
Cost for this task would be $5,450
c) Oliver Memorial Sculpture Plaza: A memorial sculpture plaza/park area located
adjacent to the Oliver Boiler House was proposed in 2004. This task starts with
the re-evaluation of those past efforts. From there, Danch Hamer, Inc., will design
and incorporate an updated memorial sculpture plaza that is integrated into the
proposed Oliver Industrial Park Trail. Danch Hamer, Inc. will meet with City staff
and other stake holders to define the plaza by confirming it's proposed location,
identifying design elements, materials, and financlal considerations. Conceptual
design options and cost estimates will be submitted along with the preliminary trail
concepts. The approved Memorial Plaza design will be incorporated with the trail
project for final design drawings and construction documents.
Cost for this task would be $6,900
Task 3: Construction Documents:
a) Construction Documents: After review and approval from City staff, Danch Hamer
will provide bid ready, final construction drawings that will include existing
conditions, layout plan, grading plans, utility coordination plans, landscape plans,
details, specifications, and final construction cost estimates.
Cost for this task would be $14,225
Task 4: Biddinc:
a) Bidding: Danch Hamer will provide bidding and negotiating services at a time and
material basis.

Task 5: Construction Inspection:
Apri17, 2010
a) Construction inspection: If required, construction inspection services will be
provided at a time and material basis and will consist of monitoring day to day
construction methods and practices to insure proper installation of the trail,
amenities, landscape, and any other project components. Weekly progress
reports will be sent to the City and Contractor for review and action. A final punch
list would be developed and issued to the City and Contractor before issuing
substantial completion.
