HomeMy WebLinkAbout6A(5) Resolution No. 2671c~aCs) RESOLUTION NO. 2671 RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION APPROVING AND AUTHORIZING THE EXECUTION OF AN ADDENDUM TO THE MASTER AGENCY AGREEMENT (Bartlett Street Parking Structure Facade Upgrades) WHEREAS, effective January 1, 2010, the South Bend Department of Redevelopment, acting by and through its Redevelopment Commission (the "Commission") and the South Bend Board of Public Works (the "BPW") entered into a Master Agency Agreement which authorized the BPW to act as agent for and on behalf of the Commission for certain projects during 2010; and WHEREAS, pursuant to the Master Agency Agreement, the Commission desires to add the Bartlett Street Parking Structure Facade Upgrades to the Master Agency Agreement by way of this Addendum. NOW, THEREFORE, BE IT RESOLVED by the South Bend Redevelopment Commission as follows: Section 1. The Commission hereby approves the Addendum to Master Agency Agreement (Bartlett Street Parking Structure Facade Upgrades) and hereby authorizes its execution in substantially the form attached hereto with such changes as the Commission may deem necessary or appropriate upon the advice of counsel, said execution thereof to be conclusive evidence of the Commission's approval of such changes. The Clerk is hereby directed to file a copy of the Addendum with the BPW. Section 2. This Resolution shall be in full force and effect after its adoption by the Commission. Section 3. Don Inks or Jeff Gibney is authorized to execute on behalf of the Commission any documents necessary to carry out the intent of this resolution. CITY OF SOUTH BEND, DEPARTMENT OF REDEVELOPMENT South Bend Redevelopment Commission ATTEST: South Bend Redevelopment Commission ADDENDUM TO MASTER AGENCY AGREEMENT (Bartlett Street Parking Structure Facade Upgrades) This Addendum to Master Agency Agreement (this "Addendum"), made and entered into as of the 26th day of April, 2010, by and between the South Bend Department of Redevelopment, acting by and through its Redevelopment Commission (the "Commission") and the City of South Bend, Indiana, a municipal corporation duly organized and existing pursuant to the laws of the State of Indiana, acting by and through its Board of Public Works (the "BPW") for purposes of the Commission designating the BPW to act as the Commission's agent to undertake the Bartlett Street Parking Structure Facade Upgrades (the "Project"). WHEREAS, effective January 1, 2010, the Commission and the BPW entered into a Master Agency Agreement which authorized the BPW to act as agent for and on behalf of the Commission for certain projects during 2010; and WHEREAS, pursuant to the Master Agency Agreement, the Commission desires to add the Bartlett Street Parking Structure Facade Upgrades to the Master Agency Agreement by way of this Addendum. NOW, THEREFORE, in consideration of the mutual covenants and promises contained herein, and for other good and valuable consideration, the receipt of which is hereby acknowledged, the BPW and the Commission agree as follows: 1. The Commission hereby empowers and appoints the BPW, pursuant to the Master Agency Agreement, to act as the Commission's agent for the limited purpose of contracting for and managing the completion of the Project, the scope of said Project being more specifically described in "Exhibit A", attached hereto and made a part hereof. 2. All of the terms and conditions of the Master Agency Agreement shall control this appointment and this Addendum shall be attached to the Master Agency Agreement. 3. Don Inks or Jeff Gibney is authorized to execute on behalf of the Commission any documents necessary to carry out the intent of this resolution. Proposal #N1-10-113 Dear Mr. Littrell: Carl Walker, Inc (Carl Walker) is pleased to present this proposal for engineering and architectural services related to the anticipated Bartlett Street Parking Structure facade renovation. Facade improvements are anticipated along the north and west elevations. PROJECT UNDERSTANDING The Bartlett Street Parking Structure was built in the late 1970's and consists of one slab-on-grade level (Level 1) and four supported parking levels (Levels 2, 3, 4 and 5). The three bay wide structure measures approximately 277 feet in the east/west .,.~ direction, by 144 feet in the north/south ~'~'` s `' -~.,.,p direction. The two outer bays are 57 ~ x«~` feet wide, and the center bay is a 27- foot wide two-way speed ramp providing the vertical flow between levels. The total supported slab area measures approximately 160,000 square feet with the slab-on-grade level providing an additional 40,000 square feet. This 30-year old parking structure utilizes aprecast/prestressed concrete structural system with long span tees and acast-in-place concrete topping. The structural system for the speed ramp consists of an 8" thick prestressed hollow core plank with acast-in-place concrete topping. The current facade is as follows: 0 North Elevation -This elevation faces Bartlett Street. The east end abuts directly to the Medical Office Building (brick facade). The floors and spandrels on this elevation are flat. Following development of the construction documents in 2006 the street level entry/exit lanes were moved to the Bartlett Street (from the west entrance drive). Following development of the construction documents in 2006 the street level entry/exit lanes were moved from the west drive to Bartlett Street. The entrance to the parking structure is no longer on this elevation. The floors and spandrels on this elevation are flat; and the southwest stair tower is currently exposed on this elevation. With the recent addition of the elevator tower, the stair has limited exposure on the west elevation. ^ South Elevation -The floors and spandrels on this elevation are flat; and the southwest stair tower is exposed on this elevation. Fagade improvements on this elevation are not anticipated. ^ East Elevation -The parking structure is directly adjacent to the Medical Office Building. A small portion of the east fagade (northeast corner) is exposed at Bartlett Street, and this section will be included in the fagade upgrades. The remaining portions of the east elevation are not exposed. Carl Walker completed a 2005 feasibility study to review fagade improvements. Based on this study, Carl Walker prepared construction documents to implement fagade improvements as represented in the attached elevations (Exhibit A). The construction documents were prepared with the understanding that all work would be bid and construction completed by the construction manager that was working at the hospital during this period. The fagade improvements have not been completed. The City of South Bend (City) plans to utilize Medical TIF funds to complete the fagade improvement project. The City will contract for design and construction services as required to complete this work. The Hospital will be providing a temporary easement to the City to allow construction to proceed. Based on our understanding of the project requirements, we have identified several key project goals as follows: o Fagade Improvements -Brick will be added to the existing north and west elevation spandrels and columns as represented in the attached elevations (Exhibit A). Full brick will be utilized at the spandrels and some columns, accent will be provided with a capstone and bottom horizontal pieces. The improvements will be limited to the north and west elevations, and will not include the southwest stair or the south elevation. o Structural Modifications -The spandrel panels are conventionally reinforced concrete. Based on our initial study, the load bearing spandrels can handle the added weight of the 4 inch brick. o Foundations - Additional foundations are not anticipated; and existing foundation reinforcement is not anticipated. Mr. Carl Littrell, PE SB Memorial Hospital March 30, 2010 o Vertical Expansion -The parking structure was originally designed to accommodate aone-level expansion. With the additional weight on the spandrels, the ability to expand vertically without foundation reinforcement may be eliminated. o Building Code -The current design is based on the 2003 Indiana Building Code (2003 International Building Code). The current Indiana Building Code has adopted the 2006 International Building Code, and it will be necessary to review the design impact of the more recent code. o Lateral Loads -Our review of the 2003 Indiana Building Code confirmed that reinforcement of the lateral load system due to upgraded building code seismic design requirements was not necessary. This conclusion will be verified with respect to the current Indiana Building Code, and we propose to retain the services of our code consultant to assist with this determination. o Elevator (Southwest) -The 2006 design considered the addition of the new elevator in the southwest corner of the parking structure. o Stair Tower (Southwest) -With the addition of the new elevator, it was previously agreed that the existing southwest stair tower would not be reconfigured. Furthermore, we do not anticipate upgrading the stair facade. o Continued Hospital Operations - It will be important to maintain the Hospital's parking operations during construction, with an emphasis on continued parking (uninterrupted access), dust, noise, fumes, etc. o Construction Delivery - We understand that the City will competitively bid this work, using the traditional design, bid, and construct approach. o Anticipated Construction Cost -The estimate of construction cost will be confirmed during the Design Update Phase. The construction manager reported that the cost of this work (hard bids taken) was approximately $700,000 in 2007. PROJECT APPROACH Carl Walker proposes to provide our services based on the attached scope of services provided in Exhibit B. PRELIMINARY PROJECT SCHEDULE Task Schedule Design Update April 1, 2010 thru May 7, 2010 Bidding 8~ Contractor Award May 10 thru June 4, 2010 Construction June 21 thru September 10, 2010 We estimate the time of construction to be 12 weeks, depending on phasing requirements. Reimbursable expenses include travel, communication, postage, and reproduction. The following table summarizes our proposed fees and anticipated expenses: Carl Walker, Inc. Our fee does not include the preparation of a rendered perspective. Our proposed fee is based on up to three (3) meetings during the design phases, and a total of fourteen (14) site visits during bidding and construction. This proposed fee does not include costs for materials testing or geotechnical engineering. We anticipate using the standard AIA Agreement between the City of South Bend and Carl Walker. Design Update Phase - We understand that South Bend Memorial Hospital and the City of South Bend have agreed upon the facade design as shown in Exhibit A. Prior to issuing this design for bidding, the Design Update Phase will provide an opportunity to confirm agreement on the proposed facade concept, confirm existing conditions/configuration, update the code review and address required modifications, develop construction controls necessary to maintain parking operations, develop front end specification requirements (Divisions 0 and 1), update estimated construction costs, and finalize the 2010 project schedule. 1. The initial work effort will involve compiling and distributing the most recent design information, including design assumptions and the 2006 design documents. 2. Meet with the City and the Hospital to establish project requirements, establish the schedule, and to set milestone dates. 3. Attend, chair and document two (2) design coordination meetings with the City and Hospital. 4. Present the proposed architectural concept to the City of South Bend. We understand that site plan approval will not be required for this project. Review building code/zoning changes that may affect construction and cost. We propose to retain RTM (Code Consultant) to assist with this review. Our current scope does not include the preparation of variance applications, if required. 6. Meet with City building officials to review our understanding of specific code requirements and their impact on the project. Construction Planning/Coordination - We will meet with the City and Hospital to develop specific project requirements for construction controls and phasing. As a minimum, the following items will be discussed: a. Required contractor construction sequencing to minimize disruption to parking and adjacent buildings. b. Review Hospital requirements or concerns that will affect construction such as noise restrictions dust and fume controls, required construction signage, barricades, construction safety, etc. 8. Prepare front end specifications (Division 0 and Division 1) based on City requirements. 9. Prepare final architectural and structural plans, details, and specifications required for the architectural improvements. 10. Submit required documents for review to the appropriate government authorities. 11. Confirm the construction cost estimate and the anticipated construction schedule. EXHIBIT B South Bend Memorial Hospital Bartlett Street Parking Structure Facade Renovation Carl Walker Scope of Services B. Bidding Phase 1. Schedule, chair, and document the pre-bid conference for potential bidders. 2. Consult with the City during the bidding phase, answer questions and prepare addenda as required. 3. Notify qualified contractors for bidding. We understand that the City will coordinate the distribution of the bid packages to bidders. 4. Respond to contactors' questions, and if necessary issue project addenda. 5. Evaluate Contractor bids, and provide our comments and recommendations for the award of the contract. C. Construction Administration Phase 1. Attend pre-construction meeting to review specifications and design requirements with the contractors. It is anticipated that this meeting will be held in conjunction with a scheduled project progress meeting. 2. Provide ongoing consultation with the City and selected contractor throughout the construction phase. 3. Review contractor pay requests, and assist in documentation of construction quantities where unit pricing is used. 4. Process and review shop drawings. 5. Attend regularly scheduled progress meetings to coordinate work and to maintain project communication. 6. Prepare bulletins and change orders as necessary to clarify and document discrepancies. 7. Conduct construction observation visits in conjunction with progress meetings, providing a periodic review of construction with respect to general conformance to the contract documents. We will assist in observing and recording the work progress and verify that, in general, the work complies with the intent of the plans and specifications. Afield report will be prepared for each site visit. 8. Prepare, distribute, and update punch list for construction contract. 9. Make final inspection with the City, MHSB, and contractor.
