Fred's is now vacated and it is necessary to prepare the proper documentation for the demolition. The scope of work for the site includes Asbestos Inspection, Environmental Assessment (post vacation of site), and preparation of Demolition Specifications at a combined amount of $14,500.00. The proposal also gives a price for Demolition Inspection and Construction Engineering Services at an amount of $12,720.00. The total project proposal is a not-to- exceed amount of $27, 220.00. Staff requests Commission approval of this proposal. CLUTCH LOCATED AT 507 W. WESTERN AVENUE, SOUTH BEND, IN 46601 Dear Bill: Thank you for the opportunity to provide a proposal for professional services related to the above project located at 507 W. Western Avenue (parcels #018-3012-0424, #018-3012-0425 and #018-3012-041201). Wightman Petrie has developed the following scope of work based upon information provided by you and similar projects we have recently completed for the City of South Bend. We feel strongly that the environmental and engineering requirements for the project are in line with some of the strongest areas of expertise that our firm has to offer. We acknowledge a complete understanding of the project requirements outlined and propose the following fees in order to complete the work. After acceptance of this proposal, we will then, at your direction, proceed with the Environmental Assessments. Services for this work will include the following tasks with associated fees. ASBESTOS INSPECTION. TESTING. AND REPORT Provide inspection and testing to identify any asbestos containing materials within the building located at 507 W. Western Avenue (Fred's Transmission & Clutch). Provide a report estimating the quantities and providing the locations of confirmed asbestos containing materials. Total Asbestos Inspection, Testing, and Report Fees $5,200.00 r WLGHTMA ETRIE SURVEYING ENGINEERING ENVIRONMENTAL LANDSCAPE ARCHITECTURE City of South Bend April 15, 2010 Page2of3 PHASE I ENVIRONMENTAL SITE ASSESMENT REPORT The objective of the Phase I Environmental Site Assessment is to identify environmental concerns based on recognized environmental conditions in connection with the subject property located at 507 W. Western Avenue (parcels #018-3012-0424, #018-3012-0425 and #018-3012-041201). The proposed services will be performed in accordance with the American Society for Testing and Materials (ASTM) document ASTM E 1527-05. The proposed Phase I Environmental Site Assessment will consist of the following components: • Records Review • Site Reconnaissance • Interviews • Reporting Total Phase I Environmental Assessment Report $1,700.00 DEMOLITION SPECIFICATION PREPARATION Prepare and provide the City of South Bend a set of demolition specifications ready for bidding in order to demolish the property at 507 W. Western Avenue as described by the information provided by the City. The specifications will include site demolition and restoration instructions, instructions on the removal of any environmental items identified in the Phase I Environmental Site Assessment, any asbestos identified in the asbestos survey, and any additional environmental issues identified during the site inspection. Total Demolition Specification Preparation Service Fees $7,600.00 DEMOLITION INSPECTION AND CONSTRUCTION ENGINEERING SERVICES Wightman Petrie will provide one part time on-site Project Inspector whose duties will include demolition inspection (4 hours per day), writing daily reports, tracking all pay item quantities for verification purposes, making field determinations on workmanship of various items within the project, and acting as a liaison and first point of contact for the General Contractor's representative, affected property and business owners, City officials, the Design Engineer, and all other interested parties to the project. In addition, Wightman Petrie's Design Engineer will provide overview of the project, reviewing and approving of inspector's weekly reports to the City, visiting the construction site during key activities, assisting inspector in quality control review, issuing work directives, helping find solutions or answers to questions or problems that may occur during construction, and issuing the certificate of substantial completion and assisting with the closure documentation. The following estimates are provided based on a 45-caldendar day sequence: City of South Bend April 15, 2010 Page 3 of 3 PART TIME INSPECTOR: 45-day project (assumes 32 work days or 128 hours @ $65/hr). $8,320.00 DESIGN ENGINEER: 60-day project (assumes 43 work days or 40 hours @ $110/hr). 4 400.00 Estimated Total $12,720.00 TOTAL PROJECT SERVICES Wightman Petrie will provide the services discussed above on a not-to-exceed fee of: $27.220.00. Be assured that all of the above will be delivered in a continuously timely manner with the timetable of the project held foremost. As you may know, Wightman Petrie, Inc. guarantees the best possible product provided in the most efficient manner and accordingly will strive to reduce costs wherever possible.
