AN ORDINANCE APPROPRIATING $56,000 RECEIVED FROM THE
ECONOMIC DEVELOPMENT ADMINISTRATION FOR SPECIAL
IMPACT GEOGRAPHIC AREA PLANNING ACTIVITIES FOR THE
PROGRAM YEAR BEGINNING JANUARY 1, 1997.
Statement of Purpose and Intent:
In order to support planning activities for the Special Impact Area geographic area, the
Department of Community and Economic Development applied for, and was granted a planning
grant. This ordinance will appropriate the use of those funds within the administrative budget of
the Division of Planning & Neighborhood Development.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana, as follows:
SECTION I. The sum of $56,000 is hereby appropriated to Fund 212 for Program Year
1997, beginning January 1, 1997.
SECTION II. This Ordinance shall be in full effect from and after its passage by the
Common Council and approval by the Mayor.

The attached bill for your consideration and approval will appropriate the $56,000 planning grant
received from the Economic Development Administration. The funds are to be used to support
staff costs for planning activities in the Special Impact Area (Census Tracts 4, 5, 6, 18, 19, 20,
21, 23 ,27 and 29). Anticipated activities are: Land Use and Zoning Analysis, Infrastructure
Analysis, Transportation, Environmental Review of up to nine sites, Highest and Best Use
Evaluation of up to nine sites, Organizational Systems and a Proposal & Plan of Action. It is the
intent of this grant to target economic development efforts to reduce unemployment and increase
the income of area residents.
