M UEAAJR THERESE J, DORAU Attachment A TASK ORDER 03 CSO LTCP GREEN STORMWATER INFRASTRUCTURE MASTER PLAN DEVELOPMENT This Task Order is made this the .Ll day of / ,y-' , 2018, by and between the Board of Public Works, City of South Bend, Indiana ("CLIENT") and Stantec Consulting Services Inc. ("CONSULTANT") pursuant to the terms and conditions set forth in the Master Services Agreement executed between the parties on the 1 Ith day of April, 2017, ("Agreement"), which incorporated this Task Order by reference. I . The CONSULTANT Job Number for this Task Order is 4jk 3 The CONSULTANT Contract Number and Job Number shall be referenced in each invoice submitted by CONSULTANT to CLIENT under this Task Order. CLIENT seeks to develop a master plan for the effective implementation of green stormwater infrastructure within targeted combined sewer overflow (CSO) basins to significantly reduce and/or potentially eliminate CSOs thereby reducing the need for construction of consolidation sewers as part of the CSO Long-term Control Plan (LTCP). Stantec will coordinate closely with its partner firms (American Structurepoint, EmNet, LimnoTech) for the delivery of this project. American Structurepoint will serve as the primary technical lead (TECHNICAL LEAD) for services under this task order. 2. The Services performed by CONSULTANT under this Task Order are as follows: Task 3.1: Project Initiation --- CONSULTANT will facilitate a meeting of the project team and invited CLIENT staff to kick off the project and establish a preliminary meeting schedule, project team communication process, and a list of key stakeholders (if any) for the project. TECHNICAL LEAD will lead the discussion of technical issues including vision for green infrastructure, support for green infrastructure, and anticipated obstacles for the project. Client Provided Items None Deliverables: Kick off meeting agenda Project schedule Kick off meeting summary List of key stakeholders (if necessary) Task 3.2: Confirm GSI Design Objectives — CONSULTANT will review previous modeling of the City's sewer system and perform supplemental simulations to determine an acceptable release rate from each of 9 CSO basins targeted for GSI implementation. The acceptable release rate will be the peak rate of discharge that the interceptor system can accept from the basin under design storm conditions without causing a CSO to the river with a specific program of improvements in place. The release rate determined will serve as a target peak flow limit to be achieved through the implementation of specific GSI measures. CONSULTANT will generate flow hydrographs for the trunk sewer in each basin at its connection to the regulator that diverts flow to the interceptor or the CSO outfall. One hydrograph will represent existing conditions; a second hydrograph will establish the target release rate for the basin. Client Provided Items None Deliverables; Flow hydrographs for 9 CSO basins targeted for GSI implementation Task 3.3: Base Mapping and Data Collection — TECHNICAL LEAD will compile relevant information pertaining to the existing physical, environmental, and cultural conditions of the project area(s) and the broader context of its place in the larger regional system. The team will utilize data collected as part of previous GSI evaluation tasks along with existing City GIS data, available County wide data and available Indiana state data to create a comprehensive, system wide base map. If additional site plans and/or survey data are available, the team will integrate the information as applicable. The GIS data will be supplemented with data gained through field reconnaissance. Field work will be document by photographs as necessary for each site. Mapping will be prepared at both a regional scale and site specific scale to be used as necessary in later tasks. Client Provided Items GIS shapefiles (Right of way, publicly owned property, combined sewer/sanitary sewer/storm sewer) Deliverables System wide base map (digital and hard copy) Site specific maps (digital and hard copy) Site photos (as necessary) Client Provided Items Private development project locations and contact information Design and technical data related to City owned and maintained green infrastructure projects Deliverables Summary of existing policies Policy recommendations Summary of existing green infrastructure projects (including written narratives, photographs and maps) Summary of maintenance practices Compiled Case Studies and Lessons Learned document (digital and hard copy) Task 3.4: Green Infrastructure Conceptual Design - Using the information gained in Tasks 3.2 and 3.3, TECHNICAL LEAD will develop conceptual green infrastructure design recommendations for CSO 4, CSO 7, CSO 8, CSO 10, CSO 14, CSO 19, CSO 21, CSO 25, and CSO 26. The conceptual recommendations will be developed to limit the peals flow discharge from the trunk sewer in each basin to the release rate defined in Task 3.2. The conceptual design for each site will be prepared using the base data (GIS shapefiles) gained in Task 3.3. The conceptual design will include the following information for each location: Design Assumptions and Methodology o A written narrative outlining why the selected green infrastructure technique was chosen and the methodology behind the design application. Applied practices to Overflow sites o The design will be shown in plan view at an appropriate scale and will include enlargements as necessary to convey the design intent and the technical requirements necessary for the site. o Cross sections will be used as necessary, along with general recommendations for grading and utility infrastructure placement. Preliminary opinion of probable costs o A preliminary opinion of probable costs will be developed for each identified CSO location and associated green infrastructure improvements. 2 • Operations and Maintenance o A comprehensive set of operations and maintenance recommendations will be provided for each CSO location and green infrastructure design. The recommendations will include both immediate, short and long term maintenance needs and proposed operation costs that would occur outside of the initial construction phase. Client Provided Items None Deliverables Conceptual design plans as outlined above Preliminary opinion of probable costs for each basin Operations and Maintenance guidelines Task 3,5: Green Infrastructure Master Plan — TECHNICAL LEAD will prepare a Draft Green Infrastructure Master Plan that summarizes the items outlined in Task 3.1 through 3.5 above. The narratives, graphics, imagery and technical data will be published in a comprehensive document. CONSULTANT will review the master plan documents and submit five (5) printed and one (1) electronic copy of the draft Green Infrastructure Management Plan to the City for review. CONSULTANT will schedule and facilitate a meeting with City staff to review the draft report. Following review of the Draft Plan by CLIENT, the TECHNICAL LEAD will work to address CLIENT comments, finalize outstanding items related to the report, and submit five (5) printed and one (1) electronic copy of the Final Green Infrastructure Plan. CONSULTANT will track project progress using earned value management tools and provide a summary of progress to the CLIENT with each invoice. 3. The Project Schedule is as follows: Services under Task Order 03 will begin upon receipt of authorization to proceed from the CLIENT.
