Minutes of meetings held January 3rd., and January 4th., 1928, read
The Board signed the contract with The Northern Indiana Construction
Company for the construction_ of:a local sewer in Lawton "''treet between Olive aid
Bendix Drive under Improvement Resolution Ho.I972. The Board also approved the construe
ion bond for same in the amount of A3 396.60 which is I00 0 of the contract price signed
by the Employers Liability Insurance Co.
The Board approved the following renewal bonds
Walter J. Braunsdorf & Son, excavation bond signed by Maryland Casual
Company.
William H. Burke, excavation bode signed by Maryland Casualty Co.
Dorris L. Briggs, excavation bond signed by the Globe Indemnity Co.
Oswn Eulitz, excavation bond signed by Hartford Accident & Indemnity
Company.
R Guarantee bond of C. �, Reesh for the local sewer in 20th., Street
between Jefferson and McKinley under Improvement Resolution No.I92I signed by the Metro
politan Casualty Insurance Coy, for 58I.92, which is I0% of the construction cost of same!.
The Board approved the following sales of buildings in connection with
the Kline Ltrdet widening:
Pletcher Garage located at I460 Lincoln Way lust G 50.00
Grossnickle +`louse located at 1625 Kline Street @800.00
Thurel Garage located at I50I E. Bowman Street @ 5.50
Kelsey Garage located at 1502 E. Calvert Street 0 5.00
The Board approved the recommendation of i1m. F. Qual.ls for a pole
line installation on High Street as petitioned for by the Indiana & Michigan Electric
Company in their letter of January 9th. , 1928.
The Board approved the installation of a 4000 lumen light at the
corner of Greenlavrn and Hildreth Streets at a cost of $45.00 per year, game ordered.
City Engineer, 14r. H. G. Wray, submitted a petition signed by 55 0
of the
property owners in Morris Park Addition for the pavement of Kinyon Street, Ander-'
son Street and Meddra Street with sheet asphalt pavement:

and the Board adopted a resolution for the construction of sheet asphalt pavement on
Kinyon Street from the west line of Portage Avenue to the west line of Morris Park
II Addition; Anderson Street from the south line of Keller Street to the north line of
Bulla Street; and Medora street from the south, line of -Keller 6treet to the north line
of Bulla ''treet under Improvement resolution No.I98I, as petitioned for by 550o� of the
I property owners, all in accordance with the method and manner provided for in Chapter
No.
236 of the Acts of the General Assembly of the State of Indiana approved March, loth..;
I 1921. In the above named improvement resolution, the Board hereby appoints Charles
V. Cole t,o act as engineer in connection with said improvement.
In the above named improvement resolution, the Board hereby orders
that on the 25th., day of January 1928, this Board will meet in their office in the City;
Hall at 7-I5 P. 1-I., to hear and receive remonstrances from all persons. whose property
may be affected by said improvement and will decide whether the benefits to the several
lots and parcels of land will be equal to the estimated cost of same as reported by
the Engineer. The Board further orders that notice of said hearing shall be published
in the Louth Bend News limes and Tribune on the I4th. , day of January 1928 according to
law.

that if at any tirpe the Board of Works should desire to open this street for a public
I, thoroughfare, the owners of same would agree not to claim any damages either from the
I� City or from the railroad, the Board ordered the engineer to prepare plans for said
vacation.
Mr. G. A. Farabaugh and John Gilmore representatives of the Dtannegan �
jI Construction Co., were present at the request of Mr., H. `G. Wray, Oity Engineer, in i
connection with the owork on the Northwest Sewer. The construction of the Northwest
Trunk Sewer along Elwood Avenue .has disclosed very unstable soil conditions. eetions
of quicksand of variable length are frequently encountered, In order that the reinfore
concrete pipe may have the advantages of trench supportst a;md any assistance afforded
; by proper bedding -and backfilling, a concrete cradling has been provided for the rein-
forced concrete pipe throughout the sections where the bad soil conditions exist, to
safeguard the pipe from failure by crushing: It wa-s anticipated that concrete cradling
would be used in the construction of this sewer, but not to the extent that it has been
used, or possibly will be necessary, in as much as extended underground examination of
the soil conditionswas not possible. Because of the added expense in the use of concree
cradling and the possible dan er resulting from its omission, the Board of Public Works
in regular session, appointed harles 1. Cole and Ril.liam S. Moore,;local civil enginee s,
to Inembe.rship in a committee of three$. fir. Cole and Mr.��oore, were instructed to �
itappoint a third member, who shall be a competent consulting engineer having considerablei
knowledge and experience in sewer engineering. This commttV4,% of engineers, advising
with the Board of Public Works and the City �ivil Engineer, is requested to submit, after
proper investigations a report as to whether or not, in itrs opinion, the use of concrete
cradling through the quicksand sections along Elwood Avenue, in connection with the
i construction of the Northwest Trunk Sewer, is necessary to the safe construction of the 11
l sewer.
Claims amounting to $15,363.70 signed and approved by the Board.
This being the date set, bids were received, opened and read for the
construction of lights in oquillard Woods Addition. Bids as follows:
Indiana and Michigan Electric Co.,, for furnishing, lighting and
