President Juanita Dempsey and Board Member Bruce BonDurant were absent. Also present were Police Chief Darryl Boykins, Fire Chief Howard Buchanon, and Attorney Cheryl Greene. The meeting was held in the Board of Public Works Meeting Room, 13th Floor County City Building, South Bend, Indiana. Board members discussed the following items from that list: .juveniles under eighteen (18), Charges 2010-01 Mr. Cottrell noted these new charges are due to the use of excessive force by Patrolman Nick McKinley and would be discussed in more detail in the Executive Session. Martin,`Clerk� REGULAR MEETING FEBRUARY 17 2010 10 The Board of Public Safety met in the regular meeting at 9:35 a.m. on Wednesday, February 17, 2010, with Board Member Patrick Cottrell leading the meeting and Board Members Laura Vasquez and Eddie Miller present. Also present were Police Chief Darryl Boykins, Fire Chief Howard Buchanon and Attorney Cheryl Greene. The meeting was held in the Board of Public Works Meeting Room, 13"' Floor County City Building, South Bend, Indiana, ACCEPT MINUTES OF PREVIOUS MEETINGS Mr. Cottrell advised that if there were no objections by members of the Board, the minutes of the Public Agenda Session, Executive Session, and Regular Meetings of the Board held on January 26, 2010 would be accepted as presented. POLICE DEPARTMENT APPROVE SPECIAL POLICE COMMISSIONS — 2010 In a letter to the Board, Police Chief Darryl Boykins recommended that Special Police Commissions be renewed or issued for the following for the purpose of Civilian Volunteer Officers: SOUTH BEND POLICE DEPARTMENT Traffic Enforcement Officers (Formerly Civilian Volunteer Officers Unit) It is my recommendation that the following South Bend Police Department personnel be commissioned as members of the South Bend Police Department Special Police Unit, but do not have the authority to be armed nor do they have powers of arrest: It is also my recommendation that the Special Police Commissions be issued or renewed for the following South Bend Police Department Public Service Officers. These Commissions do not include the powers of arrest nor the carrying of a weapon: Angela Davis Barbara Holleman Elaine Rau Cynthia DeLeon Janice Taberski Maria Scherer Judy Withers Nicholas Malijan REGULAR MEETING FEBRUARY 17 2010 11 SOUTH BEND PARK DEPARTMENT The following Park Department personnel are authorized to carry a South Bend Police Department radio and take Police reports in South Bend Parks and Recreation properties. The following three people are armed: Darla Hurt The following Park Department personnel are authorized to carry a South Bend Police Department radio but do not have the authority to be armed nor do they have the powers of arrest: It is my recommendation that the following be commissioned to carry a weapon while acting in the capacity of Arson Investigators. They have no powers of arrest, This Commission is issued for the on-street patrol parking enforcement personnel and does not include the carrying of a weapon, nor the powers of arrest: LJerry Ingram Richard Grey Scott Nance James Lahood j INDIANA UNIVERSITY SOUTH BEND POLICE, DEPARTMENT REGULAR MEETING FEBRUARY 17., 2010 12 This will empower the above listed individuals to enforce parking violations on the following streets adjacent to the campus: James E. Clark Jr This will empower the above listed individual to enforce parking violations on the following streets adjacent to the campus: Main Campus: Michigan St. from Broadway St. north to Sample St. Sample St. east to Fellows. Fellows south to Broadway, including Dean Johnson Blvd. (which runs east and west inside this perimeter). Broadway St. west to Michigan. The aforementioned police commissions are in effect until rescinded. All of the aforementioned individuals have met the Commission requirements of the South Bend Police Department, Upon a motion by Mr. Miller, seconded by Ms. Vasquez and carried, the above Special Police Commissions were approved. Attorney Cheryl Greene noted these Commissions are approved as presented in Chief Boykins letter dated February 3, 2010 and include no powers of arrest. In his letter to the Board, Police Chief Boykins recommended that a letter of reprimand be placed in Patrolman McKinley's personnel file and a thirty (30) calendar day suspension from duty without pay. FIRE DEPARTMENT FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — JANUARY 2010 Chief Howard Buchanon submitted to the Board the Monthly Statistical Analysis Deport for the month of January 2010 compiled by the Prevention/Inspection Bureau of the Fire Department. The Board accepted the report for filing as submitted.
