Board met in regular session at 9 A. M. All members present.
Minutes of ffip Be ngs held April 26th., and April 27th., 1927, read and
approved.
The Board approved the drive ways at 925 Lawrence Avenue and at 3221
West Division Street.
City Engineer submitted the following pattial estimates:
Partial Estimate No.I for the grade, curb and talk improvement on the
North side of Indiana Avenue between Leer Street and Clyde Streit in accordance with
the terms of the contract ' between the City and E. T. Tranberg, contractor, under
Improvement Resolution No.I778. Board signed and approved same in the amount of
255.4 2.
Partial estimate No. I for the grade, curb and walk improvement on
the North side of Prast Street from Johnson Street to 2nd., alley west of Johnson
Street " in accordance with the terms of the contract between the City and Fston
Ball, contractor, under improvement Resolution No,1758. Board signed and approved
same in the amount of 210.80.
Upom toe recommendation of Tam. F. Qualls, the Board approved the
installation of the following Street lights
000 lumen light at the corner of Sample and Webster Street.
4000 lumen light at the corner of ford, Kosemuszko and Railroad Streets
and the removal of the I000 lumen light at this place.
4000 lumen light at the corner of Huron and Brookfield Streets and
the removal of the I000 lumen light at this place.
Installation of a metered service for a traffic light at the intersecti aI.
of Michigan and Broadway.
Total. cost of the above excluding the traffic light still be 9I.00 per
year.
The Board signed the contract between the City and Carl E. Zimmer for
the construction of grade, curb and walk on Twenty-first Street from N. Line of
Jefferson Blvd., to center line of Washington Avenue; also East Q Twenty-first
Street from center line of lashington Avenue to North line of Christman Place Add;
A),sp Colfax Avenue frp3; East line of Twenty-first Street to the West line of Twenty _
second Street under Improvement Resolution No,1805. Board approved the construction
bond for 100% of the contract price or $5, 50I.50 signed by the Southern Surety Co.
The Board approv d the construction of a glass Marquise at the entrance
to the Build±pg ovmed by Dave Boswell at 2II S. Main Street, which .is being construe
ed by H. G. Christman Co.
Upon the recommendation of Vim. F. Qualls, the Board approved the petition
of the Grand Trunk Railroad Co., for the construction of underground ducts in the
vicinity of the New Terminal or Union Station, as outlined in their petition of
Aril 27th., I927.
Upon the recommendation of Vim. F. Qualls, the Board approved the placemej4t
of 2 poles by the Indiana Bell Telepho#e Co., on 22nd., Street and II poles on
Greenlawn Avenue, North from LaSalle Avenue in Cor_uillard `goods Ist., Addition
as outlined in their petition of April 29th., 1921.
City Fngineerg 1 r. H. G. Wray, filed the tabulations of bids for the
improvement on Dale and Woodside Street. under Improvement Resolution No.I817,

Bids having been received for the construction of grade, curb, walk and
pavement on Dale Avenue and Woodside Street under Improvement Resolution No.I8I7,
the Board this 3rd., day of May, I9279 hereby awards the contract for said improve-
ment to The Twyckenham band and Investment Co., at their bid of $I5,467.58.

Street to the Westerly line of M. S. Robinson's 2nd., Plat under Improvement Resolu-

Assessment roll for the construction of grade, curb and walk on the north side
of Prast Street from Johnson Street- to 2nd., alley west of Johnson Street under
Improvement Resolution No.I758. AAmount due Eston Bell, contractor, 248.00.
In both -of the above assessment rolls the Board hereby orders that on the IIth
day of May, 1927, this Board at it's office in the City Will will meet at 7-I5 P. V ,
to hear and. receive remonstrances from all persons whose property has been assessed
for said improvements and will decide whether the several lots and parcels of land
have been or ,Prtll be benefited in the amounts shown on said rolls or in a greater
or less degree. Board further orders that notices of said hearings be published
on the 5th. , day of May and on the 6th. , day of May, 1927 in the South Bend News -
Times and tribune.

Board met in regular session at 7-I6 P. 1. All members present.
This being the date set, continued hearing was had on Improvement
resolution No. 1794 for the construction of sewer along Johnson Street from Hamilton
Street to -Wilson and on Bergan Street from Johnson Street to Portage Avenue.
In the above matter, upon the advise of City Att�ortney I. S. Romig,
the Board hereby declares the above named resolution null and void. According
to the Indiana Statute, it is illegal for the Board to enter into a contract for
the construction of a sewer within one year from the date of the rescinding of
resolution for this improvement. Under date of March 23rd., 1927, the Board
rescindbd action on a resolution for the construction of a sewer on the above named
streets and the Board, therefore, is unable to do anything further until the year I�
has elapsed,
City Engineer, hdr. H. G. :gray;_ filed plans and specifications and
the Board adopted a resolution for the construction of a kocal sewer on `ofoodside
Street from Twyckenham. Drive to Ridge Road under Improvement Resolution No.I838.
In the above matter, Twyckenham.Land and Investment Co., sole owners
of the property to be improved, waived all objections on and in defense to any
defect in said proceedings and to any violation in procedure for improvements accord
ing to law.
Twyckenham Land and Investment Co., filed an easement for the
construction of this sewer on Woodsode Street from Twyckenham Drive to Ridge Road.
Easiment as follows:
In consideratio# of the city of South Bend making an effort to sewew
the following described land and the right to tap in and use the sewers and the
benefits to be derived therefrom, the Twyckenham Land and Investment Co., a Deleware
corporation with offices in the City of South Bend, St. Joseph County, Indiana, does
hereby grant to the City of South Bend, Indiana, the right to lay, maintain, operate
and repair certain sewers as shovm on the attached blue print.
This grant of easement on the part of the Twyckenham Land and Invest-
ment Co., will not preclude the city from assessing the land of said company when
a sewer has been constructed along the line of said easement, as other lands are
assessed as provided by statute, and no deduction, rebate, or concession will be
claimed or asked by said company in consideration for the grant of this easement.
