Board met in regular session at 7-I5 P. M- All members present.

filed and after hearing all persons interested in said improvement, taus
final action on said resolution No.I776 and tesbi.nds all former action taken on this
resolution, declaring same null and void and the proceedings closed.

Improvement Resolution No.I778 for the grade, curb and walk on the North side
of Indiana Avenue between beer Street and Clyde Street.
In both of the above matters, no remonstrators appeared and no wwitten remon-
strance was filed, and the Board being fully advised in the premises, finds that the
benefits to the property liable to be assessed for said improvements are equal to the
estimated cost of same as reported by the City Engineer, and. thereupon takes final acti
adopted, and dd

No.I777, and also for the construction of grade, curb and walk on the North side of
Indiana A -Venue between Leer Street and Clyde Street under Improvement Resolution NoI77,
Board further orders, that notices of said proposals be published. in the South Bend.
News Times and Tribune on the 26th., day of March and on the 2nd., day of April, I927.

In the above matter, no remonstrators appeared and no written remonstrance was

In all of the above resolutions, the Board hereby orders that on the

City Engineer, Mr. H. G. Wray, filed plans and the Board adopted a
resolution for the vacation -of the alley lying between Lot II and Lot 32 in Kuntsman
and Mayer's Addition from the East line of Olive Street to the West line of the first
alley East'of Olive Street under vacation Resolution No.I787. (See files for copy of
Resolution.)
In the above matter, the Board hereby orders that on the 20th., day of
April, 1927, this Board at it's office in the City Hall at 7-I5 P. % , will meet to
hear and receive remonstrances from all persons whose property may be affected by
said vacation. Board further orders that notices of s ald vacation hearing be published
on the 26th. , day of March and on the 2nd., day of April, 1927, in the South Bend News;
Times and Tribune.
The following letter addressed to the Board of Public Yorks from City
Engineer, Mr. H. G. stray, was approved: .

Dear Sirs;
Supplementing mar report and .rectmmendations addressed to you under
date of March Ist., I9279 I desire to suggest for your consideration the following
modifications of this report:
ASPHALTIC CONCRETE.
HEAVY TRAFFIT-
My previous recommendation regarding this type of pavement was for
an increase in the binder course thickness from One (I") inch to one and one-half
(I2") inches, for the reason that this type of pavement was usually subjected to
substantially the same traffic wear as the sheet asphalt type, and that a -binder'
course was essential to the life and utility of such pavement. The value pf an
additional one half (P) inch binder course in extending the life of a pavement is
a matter of conjecture. We have no statistical records to support or disclaim it's
use. I firmly bellvve that the importance of having a somewhat cheaper type of
pavement in competitioil with the sheet asphalt type is of more concern than the
question of the additional life t_nat :eight be given to a pavement by increasing the
binder course one half (-J") inch in thickness. Accordingly, I recommend that the
binder course thickness in this type remain one (I") inch.
In other respects the specifications for this type of pavement to
bemain the same as was in use last year.
ASPHALTIC CONCRETE
LIGHT TRAFFIC
This type of pavement is very similar to the asphaltic concrete -
.heavy traffic Javement, as discussed immediately above. However, thethe-light
traffic types I believe a demand will likewise exist for a cheaper type of pavement
in competition with the sheet asphalt type. Accordingly, I recommend that the
binder course be omitted in this type and that the wearing surface be increased
in thickness from one and one-half (IQ") inches to two (2") inches. Several pave-
ments of this type,,that is,_'with the two (2") inch wearing surface and no binder

course, were laid a few years ago in South Bend and, to my knowledge, they have with-
stood traffic very well,
CONCRETE FOUNDATIONS.

This specification to remain the same as recommended to you in my report
of March Ist., above referred to, with, however, this exception.
To permit the use of unwashed bank run materials if satisfactory to the

Engineer and if such material is screened and separated in order that the fine anti
course aggregates may be measured separately and in proper -specified proportions.
This provision, while properly safeguarding our work, will permit the owners of
bank run material to furnish such material in competition with the gravel companies.
I feel that this will be a very satisfactory arrangement. Permitting the use of
bank run material under these circumstances will obviate the increased prices for
improvements referred to in my report of March Ist.
I would further remommend that the stipulation in my report of March Ist.,
regarding the use of flux oil for the asphaltic types of pavements be stricken out.
I have done considerable research in the matter of diluting or fluxing asphalt of
extremely high and, this is
penetrations while method of more or less general practide
throughout the state, I feel that we should insist upon using asphalt of certain
specified penetration and reject all that does not meet*ithosd requirements rather
than to adjust penetration by fluxing method. I am somewhat fearful that this
privilege might be abused some time, possibly at the expense of our pavements.
In all other respects except as-=hdrein amended, my report and recommendation
of March Ist., is awaiting your consideration..

City Engineer, Mr. H. G. stray, filed primary assessment roll for the pipe
sewer on Queen Street from Blaine Avenue to a point 10 feet East of the West line
of Lot 139 in North Test Addition under Improvement Resolution No.I7640 L. H.
Webster, Contractor and the total amount due the contractor is $427.70.
In the above matter the Board hereby orders that on the 6th., day of April
I9279 this Board, at it's office in the City Hall at 7-I5 P. M., will meet to hear
and receive remonstrances from all persons whose property has been assessed for
said improvement and will decide whether the lots and Ie.rcels of land have been or
will be benefited in the amounts shovan on said roll or in a greater or less amount
than that shown on said roll. Board further orders that notice of_said hearing
shall be published in the South Bend News Times and Tribune on the 26th., day
of march and on the 2nd.j day of April, 1927.
