The Board rescinds the order for the removal of the light
on Oak Street at the alley east of Sherman Avenue and orde rs same left where it
is.
.The Board orders a I000 lumen light at the intersection of
Oak and Sherman Avenue to take care of the petition filed February 28th., 1927.
Meeting adjourned at I2 O'Clock.

This being the date set, hearing��as had on the Assessment
roll for the Trunk Server on Rex, Cushing and Van Buren Street under Improvement
Resolution No.-I445.
In the above matter, remonstrators appeared but no written
remonstrance was filed and 'raving been fully advised in the premises, the Board
finds that the benefits accruing to the several lots and parcels of land primarily
assessed are ecual to the amounts set opposite said lots and parcels of land on
said primary assessment roll, over rules all remonstrances and declares said .roll
ratified, confirmed and approved and the proceedings closed. Board now orders
said assessment roll delivered to the Department of Finance.
This being the date set, hearing was had on the assessment
roll for the pipe sewer on :Maley Street from a point 20 feet North of the south
line of Lot.IO56 Summit Place 4th., Addition to the center line of Sample Street
�Iunder Improvement resolution No.I7I9.
In the above matter, upon the request of certain property
ovmers, the Board decides to continue hearing on said roll until March I6th., I927.
City Engineer, ' filed plans and the Board adopted a resolution
for the Vaca.ticn of Alleys in Belleville Ist., Unit under Vacation Resolution
N0.I78I.
In the above matter, the Board hereby or6-ers that on the 23rd.,
d,�y of is -arch; 1927, this Board at it's office in the City Hall, will meet to hear
and receive remonstrances from all persons whose property vail_t be affected by
said Vacation. Board further orders that notices of said Vacation be published
on the 5th. , day of Z;'arch, I927 and on the I2th. , clay of Yarch, 1927 in the South
Bend News Times and Tribune. Board also orders that notices he mailed property
owners of said hearing, according to law.

the amounts shown on said roll or in a greater or less amount. Board further

The -Board approved the bid 'of the Schmidt Stone "Co. for tiro- tablets
at the'diver Park Fire Station No.9. Their bid for two tablets complete and set

This being the date; continued hearing was had on the Vacation Resolution
of 11att Street under Vacation Resolution No.I7654
In -the above matter, the Board decides to continue hearing on same until
April 6th., 1927. I
1 City Engineer, Mr. H. G. Wray, submitted the following letter to the
i Board, regarding the specifications for public improvements during the .year I927.-

Gentlemen:
Important changes were made in the operation of the engineering Depart -
menu during the last year. luny of these changes were made with the knowledge of the
Board, as you know, had to do with the organization and plan of operation-. It was
imperative that more modern methods be devised to properly handle the ever increasing
amount of wotk coming into the department.
A -fees major changes were made in the paving specifications; viz, the
concrete pavement was increased in thickness from seven to eight inches Frith the
addition of steel re-enforcements. The wearing surface of the Asphaltic Concrete
pavement was increased in thickness from two inches to two and one-half inches. Also
a binder course was added to this type of pavement and a different mixture of ingred-
ients used in the wearing surface. No appreciable changes were made in the specifica-
tions for the Sheet Asphalt type.

For the most part"I I feel that our ud ement was sound In the matter of I
these changes above referred to. However, a demand for improvements upon light traffic
thoroughfares is developing rapidly in South Bend. This condition is true in the
developement of any rapidly growing city. It is apparent that if our present pavement
specifications are applicable and sufficient only for light traffic thoroughfare, then t'
they are insufficient for our hear traffic thoroughfares and vice versa. Realizing
this condition, I have recommended to you in the following report the use of lighter
types of pavement for use in recognized light traffic districts.
Effort was made last year to improve the quality of the pavement foundation
and also curb and calk improvements. we have had splendid results in our efforts to
improve these conditions. 1,7e expect to get even greater results during the current
Jiear. In the following paragraphs, I am recommending an important change in the
specifications of these particular mmprovements, which will materially aid the depart- �
ment in obtaining these ;~,rent �)r results. .
.1 recommend the following changes in the specifications for public
improvements to be adopted by you.

SHE'�T ASPHALT ** HEAVY TRAFFIC.
No appreciable changes in this type witli the exception that the following
two paragraphs be added to our present specifications.
TThe asphalt paving gang must be at all times in charge of experienced
and competent Asphalt street foreman. 1 ;

"The contractor shall maintain his Asphalt plant, during the paving
j operations, a suitable supply of II/I5 gravity fluxing oil and a suitable supply of
hard refined Asphalt (complying with the specifications) to enable the Contractor,
under the direction of the authorized inspector, to easily obtain the correct penetra'
tion of the Asphalt cement for any part or parts of the work. The Asphalt- plant must.
be at all times in charge of an experienced and competent Asphalt plant foreman.rT
ASPHALTIC COTdCRET'L*****HEAVY TRAFFIC.
The binder course in this type to be increased from one inch to one and
one-half inches. This type has the same latitude in its use as the Sheet Asphalt
pavement and should have the same thickness of binder. The binder course is very
essential to the life of the wearing surface under heavy traffic. Other cities using
this tyke of pavement have continued the use of the thicker binder course.

Same specifications as in use last year; viz, eight (811)
inch slab v,,ith fifty (50) puunds of reinforcement per hundred (I00) square feet.
CONCRETE PAVEUENT **.LIGHT TRAFFIC
Seven (711) inch slab with no steel reenforcement. Inall
Other respects this type to meet the specifications for "Concrete Pavement -Heavy
Traffic."
Concrete Foundations for fa.vements.
Thickness to be as specified for light and heavy traffic types,
Apportionment of materials in the concrete to remain the sane
as now specified; viz, I: 3: 6.
Fine and Course Aggregates to be measured separately; the
course aggregate to be washed gravel; the fine aggregate to be clean, sharp sand.
Both sand and gravel to meet the requirements of specifications for "Fine and
Course Aggregates"herein.
Bank run material to be eliminated from the specifications.
CONCRETE CURB.
Dimensions and apprrtionment of materials to remain substantial)
the same as no?,; specified.
Steel forms. recommended but not required.

Entire curb to be constructed of the same mix instead of two
separate mixtures as novr specified.
The fine and course aggregates to be the same as recommended
above for "Concrete Foundations."
Bank run materials to be eliminated from specifications.

This specification has been modernized to make it applicable
to rresent day needs. I would recommend that the two course construction be
i continued; viz, three and one-quarter(3111) inch wearing surface.

Expansion joints to be constructed at each twenty five (2511)
feet.
The fine and course aggregates to meet the requirements of the
specifications for'"ine-and course Aggregates" as recommended above in "Concrete
Foundations for Pavements".
Apportionmend of materials to be of the ratio I: 2: 4/

Ban., run material to be eliminted from specifications.
The use of steel forms is recommended but not required in
1� this speci:Pication.
The major change: recommended above in any one or all of the
specifications has been eliminatinn of the use of bank run material in concrete.
I feel that the use of this material last_yearizas responsible in a great measure
for more defects in our work than any one other cause. Bank run material is
never uniform and cannot be kept free from foreiggn substances which are injurious
to concrete. This was evident last .year on several important projects where coal,

wood and clay were picked out of * completed curb and walk work. This condition
was just as true in pavement foundations but, of course, harder to detect. Some
of the material used last year, such as referred to above, should have been
rejected but this was not possible with the efficiency of our inspection at that
date.
The safest and most satisfactory way to handle this situation
is to have fine and course aggregates measured separately. The best authorities,
I am sure, will support this view. To my knowledge, there are no cities theize I

of South Bend that permit the indiscriminate use of banrun materials in their j

concrete construction.
I have obtained the prices of Mashed gravel and sand' in South Bend
together with the cost of bank run material and find that by estimating, irdth top
figures, the increased cost of our different types of improvements will be as
follows
Pavement base 7V to 9-V higher per square yard.
Curb 2V` higher per lineal foot.
sidewalk IV higher per square foot.
I am reliably informed that competion in materials may even reduce these
figures appreciably: Paving costs are not high -in South Bend, as compared with: other
cities of it's size, and I am firmly of the opinion that any increase in cost, develope
as a result of better materials used in our concrete, will be a good investment.
I am vitally interested in better improvements for South Bend and I
respectfully request that you concur in the above recommendations.

In the above matter, the Board. being fully advised in the premises,
finds that the several lots and parcels of land which have been assessed for said
improvement, have been benefited in the amounts shoira on said. assessment roll and
therefore decides to sustain .all former action and declares said roll, filed F bruary
I6th.9 I927, in all things ratified, confirmed and approved and the proceeding
closed. The Board now orders said assessment roll delivered to the Department of
Finance.
City Engineer, Tsar. H. G. V1ray, filed plans and specifications and the
Board adopted a resolution for the construction of a sewer along Bryan. Beale and
Roosevelt from center line of Blaine Avenue to center line of Cushing Street; also
Rose Street from the center line of Blaine Avenue to the center line of Sherman Avenue
under Improvement Resolution No.I782.
In the above clatter, property timers having waived all objections on and:
