Dodd, LLC is qualified plumbing contractor looking to partner with the Venues Parks & Arts (VPA), a department within the City of South Bend, to enter into a plumbing services agreement. B. Project Details I. D.A, Dodd Background Founded in 19,95, D.A. Dodd, LLC was formed as a fully bonded, insured, union mechanical contractor with licensing in both Indiana and Michigan. We began operations in Northern Indiana and in 1998 expanded into Southwest Michigan with the opening of a Benton Harbor Branch. In 2001, with increased growth and demand for our services, we expanded into Central Indiana with the opening of our Lafayette Branch. In 2007,we opened our Mishawaka Branch to serve as a home base for service technicians operating iln the Michiana area. D.A. Dodd Mechanical Contractors, LLC has grown into one of the largest mechanical contractors in Northern Indiana in our twenty years, of business. In 2015, D.A, Dodd joined with Mno-Bmadsen Economic Development Enterprises to form a federally registered Minority Business Enterprise (MBE) with a wider capability of engiineering and contracting services. Over the years, we have handled plumbing, heating, cooling and! industrial process piping jobs of all sizes. Our customer base has grown to include customers in commercial, industrial and institutional sectors. With a diverse set of clients including hospitals, private and public schools, colleges and universities, manufacturing facilities, financial institutions and major corporations, D.A. Dodd is poised for continued growth and success throughout the Midwest. As we strive and complete each job with quality, efficiency, and pride we recognize the importance to support our customer. In order to this, we have implemented a strong and knowledgeable management team to achieve these company requirements. There is ino service call that D.A. Dodd cannot handle. A successful service call starts and ends with management. It is because of this reason, D.A. Doddl implements the highest of standards for management procedures that are followed through. With our team of highly trained and skilled leaders, we have the confidence to manage every service call with quality and timeliness, D.A. Dodd is ready to take your emergency call. We have an on -call system that allows the customer to call any one of our phone numbers 24 hours a day, seven days a week, 365, days a year and talk to a live person. We have a rotating on call program so a qualified D.A. Dodd technician can respond at any time to resolve your emergencies. D.A. Dodd employs approximately 280 people company wide. Seventy-five of our employees are service technicians for a combined 750 years of experience. All our technicians hold an active refrigeration certification and state certified plumbing licenses, in addition to multiple combinations of 40 different industry specialized certifications. We have included a short listing of the most likely service technicians that would respond in this ,area. Furthermore,, all of our employees have a background check and are subject to a drug testing program as a condition of employment. 2, Purpose of Proposal Subrnission D.A. Dodd would like to present a proposal as a qualified offeror for a Plumbing Service Agreement to fulfill plumbing repairs, emergency needs, and small installation needs across the portfolio of VPA properties and responsibilities. 3. Necessary Specifications and Qualifications D.A. Dodd as a qualified plumbing service firm would provide Plumbing services as needed throughout the VPA system of responsibilities. These services must include, but are not limited to: • General plumbing repairs • Troubleshooting of plumbing issues • Repairs in numerous recreation centers, venues, and facilities • Troubleshooting and repairs of plumbing systems throughout City of South Bend Park system, i.e. o Restroom troubleshooting and repairs • Splashpads • Irrigation systems a, D.A. Dodd Service Department Standards for South Bend VPA Projects: • D.A. Dodd has sufficient capacity to handle plumbing needs of Venues Parks & Arts with our current technicians aind office support team; however, should more be necessary we have the ability to hire from the local union hall any necessary technicians. • Parts markup will not exceed 10%. • D.A. Dodd will coordinate access to facilities with appropriate VPA representatives. • There is no additional rate in addition to hourly service rate, i.e. a "truck rate" or equivalent. • All work will be performed in a professional manner according to industry standards. • All work performed by D.A. Dodd under this contract shall conform to all applicable local, state, and federal codes. • D.A. Dodd will be responsible for all applicable permits necessary to perform work. • D.A. Dodd understands that all City of South Bend facilities are smoke -free facilities. Use of tobacco products is not allowed in the facilities. • Each vehicle will have the D.A. Dodd's name, phone number, and plumbing contractor license number clearly marked on each side of the vehicle. Currently, D.A. Dodd maintains a fleet of over 100 vehicles to respond to all service needs. • D.A. Dodd's personnel shall wear an appropriate uniform that identifies the company performing the work. All personnel will wear a name badge or other form of identification with credentials. • Replacements parts will not be proprietary and should be generally available to the plumbing market. b. Repair Service (Non -Emergency) • Repairs may be paid for on an hourly labor rate basis according to final contract negotiation. • D.A. Dodd will provide a not -to -exceed (NTE) estimate of the cost and descriptive information of the necessary repairs to the Operations Manager at the time of the service call. No repair work shall be performed until approval is given by the Operations Manager. c. On -Call Repair Service (Emergency) • If deemed an emergency by the Building Manager, D.A. Dodd shall provide service within two (2) hours of the time of the call. • The provisions of this section shall apply twenty-four (24) hours a day, seven (7) days a week. This would be a billable service call as per the quoted hourly rate. Call backs for on -call repairs for the same problem within a twenty-four (24) hour period shall be D.A. Dodd's responsibility. d. New Installation Service: D.A. Dodd may be required to provide a not -to -exceed (NTE) estimate of the cost and descriptive information of requested new installations to the Operations Manager at the time of the service call. No work shall be performed until approval is given by the Building Manager. • D.A. Dodd understand that any new installations greater thain $2500 will require following a competitive bid procedure through the Board of Public Works. C.
