MEETING -- NOVEMBER 182 1940
ELECTRIC DEPARTMENT: It was moved, seconded and unanimously carried that the recommend tion
of Mr. Qualls, Electrical Superintendent, with respect to the petition for a light at
the intersection of Dubail Ave., and Taylor St. be accepted. The report reads in part
as follows:
"I can see no reason for a light at Dubail and Taylor St. that cannot be
found at any street intersection that is not olluminated. Taylor St.
is paved and Dubs=il is not paved and is quite rough, so I do not see a.
traffic hazard. The block north of Dubail St. has treet on both sides
of Taylor St. and in the full foliage the light at Indiana and Taylor
Sts., is undoubtedly obscured. At this time the foliage is removed,
which will permit this light to shine through. I do not recommend the
additional light at this time."
It was moved, seconded and unanimously carried that the recommendation of Mr. Quall
with respect to the petition for a light in the alley on Cleveland Ave., between Califor-
nia Ave., and Van Buren St. be accepted. His recommendation reads in part, as follows:
"Of course, it is a long block between Van Buren St., and California Ave.,
and thee,interference is very heavy. Even with the foliage off,the trees
still interfer with the illumination on the street from the lights at the
intersection. Natuarlly, the middle of the block is dark, but the same
.holds true on Blaine, Allen, Sherman and all the other streets in this
section. If we put alight on Cleveland at the alley, these other streets
will also want a light in similar locations.
I appreciate the fact that it is dark, but until we can put a light at
street intersections thruout the City, where it is also dark, I cannot
find myself favoring the location of lights at alleys in favored sections
that have lights at every street intersection, especially when the street
could be better illuminated with existing facilities by trimming the trees.
I am sure the balance of the street light appropriation can be used to
better advantage by placing lights at street intersections that have no
lights at this time. Most of the streets have lights every two blocks."
STREET DEPARTMENT: Mr. Tony Zmudzinski, Street Commissioner was present and matters
pertaining to his department were discussed.
Mr. Zmudzinski turned over to the Board $1.10 for the sale of junk, and 07.00
for use of the grader for 3-1/2 hrs. on the parking lot at the Edwards Iron Works.
There being no further business to come before the Board, the meeting adjourned
at 11:45 A. M.

MEETING -- NOVEMBER 25, 1940
Mr. Znudzinski turned over to the Board, a check for 912.37 from the Koontz -Wagner
Co., for the use of the grader and operator. $3.37 of which was returned to him for
payment of labor.
ELECTRIC DEPARTMENT: Mr. Qualls made a recommendation for a street light at the inter-
section of Twyckenham Dr., and Sorin St. It was moved, seconded and unanimously
carried that a light be installed at this intersection.
Four corner post type traffic signals were installed at 11-ain & South St., Gctober
17th, 1940. On three corners are the regular two -unit signals and on the northwest
corner there is a three unit signal, at a cost of .62.10 per year.

The suspended type traffic signal at Chapin & Sample Sts., was removed and four
two -unit post type signals were installed on October 21, 19400 at a cost of $55.20 per
year.
The suspended type traffic signal at Ironwood Drive and Mishawaka Ave., was removed
and two three -unit post type signals installed October 19, 1940, at a cost of $41.40
per year.

department were discussed.

STREET DEPARTMENT: Mr. Tony Zmudzinski, Street Commissioner was present, and matters
pertaining to his department were discussed.
An insurance policy in the amount of $10,000.00 public liability and $5,000.00
property damage was filed by the Blue Lines, Inc., and issued by the Travelers Insurance
Co. This policy was approved by the Board and ordered filed.
NGINEERING DEPARTMENT: Continuation certificates were received for Mitchel Hahn and
Adolph H. Stuhmer, on their excavation bonds. These certificates were approved and
ordered filed.
L.ECTRIC DEPARTIENT: Mr. Qualls, Electrical Inspector was authorized to install a 4000
omen, mast arm construction street light at the intersection of Woodside and Dale
,Ave s . '
Two 4000 lumen, overhead mast arm construction lamps have been installed in Garden
• ane Addition to the City of South Bend, at the cost of $32.40 each per year.
Mr. Qualls was authorized to ask for bids on a half -ton pick-up truck for the
ectric Department.
RAFFIC DIVISIONt A letter was received from the State Highway Commission, stating that
he traffic signals requested for train and Monroe Sts., and Main St. and La Fayette Blvd.

Mr. M. H. Utter of the South Bend Motor Bias Co., appeared before the Board with a
lan showing the homes located in the vicinity of the bus route suggested by Mr. Scott
f the Bendix Home Appliance Co. He also -presented figures obtained from a check
urvey made between 3:00 P. M. and 5:00 P K. Thursday and Friday, November 28th and
9th, 1940. The figures show --:that not more than twenty persons working'at Bendix Home
