HomeMy WebLinkAbout11/28/1939 Board of Public Works Special Meeting Minutes50 SPEC IAL -MEETING- NOVM1BER 28, 1939 --- — _,-- --- A special meeting of the Board of Public Works was held at 4:45 P.M. on Tuesday, November 28, 1939. All members were present. The meeting was called in order to adopt a resolution and specifications relative to Traffic Oontrol and Bridge Lighting contrac for a period of one year beginning January lst, 1940, and the Street Lighting contract for a period of five years beginning January 1st, 1940. The following resolution was adopted. - BE IT RESOLVED: 1. That the Board of Public Works of the. City of South Bend, Indiana, does hereby adopt the attached plans and specifications for lighting streets, alleys, boulevards and public places and for furnishing electricity for lighting traffi and other lights in the City of South Bend, Indiana, and the forms of contract (or enn- tracts) embodying the same which the Board proposes to enter into, providing a ,datisfac Cory bid for said lighting is received. Copies of this resolution and of said plans an specifications shall be kept on file at the office of the Board for the use of bidders and other interested persons. 2. That sealed bids or proposals for the furnishing of lamps and light and the necessary maintenance of the same for lighting the streets alleys, boulevards and publi places in the City of South Bend, Indiana and for electricity for lighting traffic and other lights in said City of South Bend, Indiana, in accordance with said plans and specifications, enclosed in an envelope directed to the Board of Public Works of the Ci of South Bend, Indiana, endorsed `Proposal for Public Lighting" with the name of the person or corporation making the bid, will be received by the Board of Public`Horks when called for during the meeting of said Board to be held at its meeting place in the Muni pal. Building in the City of South Bend, at the hour of ten o'clock, A.M. on the llth da of December, 1939. And immediately thereafter, at said time and place and during said session of said Board of Public "orks, all bids received will be publicly opened and read, and the awarding of the contract, if awarded, will be made by resolution of the Board of Public 0iorks as soon thereafter as practicable. All bids shall be upon the attached form prepared therefor by the Board of Public storks or upon a form substantial dimilar thereto. The Board reserves the right to reject any and all bids. 3. That such bidder shall file with the Board of Public Works of the City of Sout Bend, Indiana, with. his or its bid, an affidavit as required b`- law stating that such bidder has not directly or indirectly entered into any combination, collusion, under- taking or agreement with any other bidder to maintain the price of the services or con- tracts herein specified or to prevent any other bidder or bidders from bidding on such services or contract (or contracts), or to induce any bidder or bidders to refrain from bidding on such services or contracts and that such bid is made without regard br refer ence to any other bid or bids and without any agreement, undertaking or combination either directly or indirectly, with any other person, firm or corporation with referent to such bidding in any way or manner whatsoever. 4. That the said Board, on behalf cf the City, cause to be published i- the South Bend Tribune, a newspaper of general circulation printed and published in said City of - South Bend a notice informing the public and contractors of the general nature of the proposed lighting and of the fact that plans and specifications therefor and the form of contracts to be entered into with the successful bidder and fora of ordinance approving the same are all on file in the office of said Board of Public dorks for the use of bidders and other interested persons; and that sealed proposals for such lamps, lights, maintenance thereof in accordance with such plans and specifications will be called for and received during the meeting of said Board to be held at its office at the time and place above fixed. Said notice shall be published in such newspaper once each week for two consecutive weeks, the first publication to be at least ten days prior to the date fixed for receiving bids. The Clerk of the Board is hereby ordered to cause publication of said notice to be made in accordance herewith. Specifications for Street Lighting contract for a period of five years beginning January lst, 1940 were adopted and ordered placed on file in the office of the Board, and specifications for a Traffic Control and Bridge Lighting contract for a period of one year beginning January lst, 1940 were also adopted and ordered placed on file in the office of the Board. The clerk of the Board was ordered to publish notice for bids for said Street Lighting contract and said Traffic Control and Bridge L-ig tincs contract in the South Bend Tribune on the 29th day of November, 1939, and the 6th day of December, 1939, givi notice to all contractors that bids will be received on the llth day of December in the office of the Board at 10:00 A.M.
