Regular meeting_of the Board of Public Works was held on Monday.. October cv, 1939,
at 9:00 A.M. Mr. Beamer was absent. Minutes of the previous meeting were read and ap-
proved and claims of the following suppliers in the amount of $3,695.05 were approved

The engineer filed a report on remonstrances against the construction of the inter -I
cepter sewer on Pleasant Street and a petition to construct a sewer along the bank of the
St.Joseph River. The report showed that the cost of constructing the sewer along the
bank of St. Joseph River was considerably in excess of the Pleasant Street route.
Recommendation was made that the swwer be constructed on Pleasant Street this fall so j
that the street could be paved next year. The report was accepted. 1
STREET LIGHTING: Mr. Qualls submitted a report on the petition requesting a street
1 g t at the intersection of Dunham and Bendix. Mr. Qualls does not recommend the in- i
stallation of a light at this location until more essential lights can be installed and
sufficient appropriation is made to cover them.
Mr. Qualls' report on the petition for a street light at the intersection of
Dunmoyer and St. Joseph Streets is that a light at this intersection w ould be helpful
but he is not recommending the installation of a light at this time due to insufficient
appropriation.
Mr. Qualls' report on the petition for a street light at the intersection of South
Warren and W. Calvert Streets is to the effect that he has previously recommended the
installation of a light at this intersection and the installation is held up pending the
new contract for street lighting, to determine if there is sufficient appropriation to
cover:
The City Plat Commission filed a report on the petition requesting an alleyway
in Janowski's 2nd and 3rd Additions to the city of South Bend. The report discloses
that the alley was dedicated with the recording of the dthdivision. Mr. Moomaw suggests
that the petition probably intends to ask to have this alley graded for use. The
petition was referred to the Engineering Department for investigation.
The Clerk of the Board was instructed to issue the following notice to all depart-
ment heads under his jurisdiction:
"Tie are again repeating orders issued earlier in the year. Before any merchandise
is purchased a requisition must be issued from the office of the Board of Public
Works and Safety.
"We have of this date established anew ledger on which we will keep all requisi-
tions outstanding and for which no claims have been filed. We believe that it,
is important now, more than ever, that our original order be carried out. It
will be our policy to refuse payment of any claims that have not been requ isitione,�
for through this channel. j
A letter was received from W. H. Miller &Son concerning the possibility of the city s
purchasing used paving bricks from that company. This letter was referred to the Engine r
for reply.
STREET DEPARTMENT: Mr. Zmudzinski was present. Matters pertaining to his department
were discussed. The street commissioner reported on a petition submitted to the Council
September 25 for the improvement of an alley located in the rear of 1608 Sibley Avenue
as follows:
"This department is of the opinion that it will be impossible to cut the alley
eighteen inches in depth and brick -pave it thirty feet west of the intersection
as was suggested, Such a conditioning, we believe, will benefit but two

property owners as against encumbering four others. Furthermore, this depart-
ment is not permitted to pave any alley in any section of twon without authority
dictated to it by the Board of Works. The Street Department, however, is
qualified to grade the alley and put it in such an improved condition as will
satisfy equally well all taxpayers along either side of the alley."
. Therefore, the recommendation of the Board is that the alley be graded, keeping in
mind the conveniences to all taxpayers concerned.
The Street Commissioner was authorized to purchase 800 ft. of flexible cable at 72
and was authorized to have truck tires re -capped. Mr. Zmudzinski was requested to get
bids from several companies on their 15-plate heavy duty truck batteries.
Mr. Zmudzinski reported receipt of t32.00 from the sale of scrap iron and it was
turned over to the Clerk of the Board.
Mr. Zmudzinski reported that t4e Portage Avenue viaduct was in a bad condition and
the Engineer was instructed to make a thorough investigation of the bridge.
Continuation certificate on Contractor's bond of Charles W. Aulm was approved.
