HomeMy WebLinkAbout08/16/1939 Board of Public Works Special Meeting Minutes486 This being the date set for hearing on IMPROVEItrENT RESOLUTION NO. 2501 for the re - surf aciig of Jefferson Blvd. between Eddy Street and Greenlawn Avenue, after. discussing the matter further, action was delayed until 'Wednesday, August 16, 1939, at 9 00 A.11 A petition signed by property ovmers in the vicinity of the 2000 block Nest Sample Street was submitted to the Board requesting abatement of smoke, dust, noise and nuisanc caused by an asphalt mixing plant located in that vicinity. The matter was ref erred to the City Attorney. STREET DEPPuRTl7,�ENT: IVIr. ZmudzL nski was present and matters pertaining to his department were discussed. The Board of Public Works entered into a rental agreement with the American Steel Dredge Company, Inc. for the rental of a Zeph-Air Compressor mounted on a two wheel pneumatic tired trailer, 2 spaders and 4 � 50 ft. lengths of Air hose with 11,91C couplings at 4150.00 per month, with the stipulation that in the event the City shall pair an araoun in rental equal to the.purchase ,rice of >2,063.20, then title is to vest in the Lessee. A complaint was received from Burton S. Haswell to the effect that water and filth have come into his basement from the sewers in Navarre Place for the first time in nine- teen years. This matter was taken up with the Street.Commissioner, who reported that he i had received a copy of the letter and that the condition had already been corrected.. He stated that the sewer had been cleaned but that the trouble has resulted from the unasua amount of rainfall which we have had this summer and the inadequacy of the sewers to t rry_.Jtn9 extra Load. A ,.letter_ was direQted to , Mr. Haswell explaining the situation. . - A petition from residents in the five and six hundred blocks of East Broadway was received relative to the inability of the main sewer in that vininity to carry the load. This petition was referred to 11r. Zmudzinski for investigat'_on and report. STREET LIGHTING: Mr. Qualls was present and a petition for the installation of a street light at the corner of Donald Street and Hoke Street was received and referred to him as well as petitions for lights at Ruskin and Emerson and at the intersection of Emerson and Hi ldreth. ENGINEERING DEPARTMENT: A petition for the installation of an intercepting sewer from 26th Street to Ironwood Drive by the construction of said server on property of the pe- titioners or on the waters edge was referred to the Engineer for investigation and re- it port. A remonstrance against any further action in the matter of installing an inter- cepting sewer from the St. Joseph River north on 26th Street to Pleasant Street.and west on Pleasant Street to the Rivers edge was received and referred to the Engineer for in- vestigation and report. There being no further business to come before the meeting, the meeting was adjourned at 12:05 P.T . 0 A OLERY OAR �F PUBLIC SPECIAL ?ZEETING=August 16, 939 At a special meeting of the Board of Public 'dorks held on August 16, 1939, at 9:00 A.Il. for the purpose of acting on ITv PROVOME!vT RESO GTIOia NO. 2501, the Board, having been informed that the property owners on Jefferson Blvd. from Eddy Street east to Greenlawn Avenue have unanimously agreed to contribute 10.60 per square yard for mater- ials sot hat this street can be paved under a T.P.A. general street improvement program, preliminary improvement resolution No. 2501 is now rescinded and rejected by t he Board. The meeting remained open Sri 9 :30 A. _�2. , the time being set for further hearing on the garbage contract bids. This being the date set for ruiarding the contract for garbage collection and dis- posal for the•next five years, the Board having received many calls and letters from tgxpayers asking for collection on the twice -weekly basis during the four surim7_er months and to let the contract on that basis to the lowest bidder would mean an increase of approximately �4, 650.00 on the budget item for garbage collection, which would require a special Coungil meeting to change the estimated budget item and to publish it accor- dingly, it was decided by the Board, after conference with The Honorable 11a o-r, to call a special meeting of the Council and obtain its opinion as to whether the contract should be let to the low bidder on the basis of twice weekly collection during the summer months in covered bodies to be furnished by the contractor, or if the contract should be let to the lowest bidder on the _-resent basis of collection.
