1EETING--MAY 8, 1939
Regulab meeting of the Board of Public ldorks was held on Monday, May 8, 1939, at
9:00 A.M. All mer.bers were present. Minutes of the previous meeting were ,read and ap-
proved. Salaries of the various depart i ents in the amount of -�,1)2, 398.8'7 and claims of

the following suppliers in the amount of `'21.11 were approved and ordered paid:

/Yr. Smith and Mr. Naterson of the Northern Indiana Railway CompanTr, I'nc. appeared
before the Board and matters pertaining to the chenge in service on South Michigan Stree
from streetcars to buses was discussed. ,%Tr. Smith suggested that he appear before the
Board at the next meeting- with an agreement for consideration.
VdTTr. Probst of the St. Joseph Heating Company appeared before the Board and re-
quested approval of a plan submitted for the placement of steamlines under Washington
Street from the corner of Main and ';Vashington west to the alley. This will necessitate
tearing up the newly -laid pavement on Washington street and for that reason, theBoard
hesitated t.o grant permission. Mr. Probst was advised to return on Monday, May 15, for
the decision of the Board.
Mr. H. Ray ':'talker of 3317 North Side Boulevard appeared before the Board and com-
plained of the unsanitary condition in his neighborhood created by the use of vacant
lots nea.rbv as a dumping ground. He reported that his home, as well as those of other
residents, were infested with cockroaches and it was impossible to get rid of them as
long as this property was being used for dumping. The matter was referred to 1'.1r.Beamer
who will asgerta=n whether or not the City- can f orce the .property owners to clean these
},Dr emises.
STREET LIGHTING:
Y 11r. Qualls presented his report on the petition requesting the installation of a
street light at the corner of Bendi x Drive and-.lestern _[_venue. T1,1r. Qualls recommended
• ;the installation of a 4000 lumen lamp, overhead service, bast arm construction, at an
annual cost of �32.40; but, in view of the fact that that portion of 7lestern Avenue is
to be repaved b,T the State Highway Com.2nission and will be torn up during part of the
sum:"er, at least, the Board feels that this matter should be held in abeyance until such
time as the new )a.ve_ lent is completed.
1,11r. Pensinger presented a new plan for driveways on Circle Avenue which was approve
lay t/he Board as recommended at the meeting of 1vlay 1.
A petition was presented t6 the Board which was signed by 24 property owners re-
questing the paving of Elwood Avenue between Portage and College with concrete by R. P.A.
labor. This petition was referred to the Engineer.
CEIv1ETERY DEPARTI;TENT:
Aisle McNabb presented his report for the month of April, 1939, to the Board showir
$220.00 collected for perpetual care and 4537.00 for maintenance.
ENGINEERING DEPART_--E�:T:
The appointment of T.1r. Bowen C. Huckleberry, an Engineer, to work on `JU.P.A.pro jects
and to be paid out of the Special '`I.P.A. fund was approved by the Board. I;r. Huckleberr
shall commence work on lilay 9, 1939.

Special "J.P.A. or I-10 accounts be listed separately in the minutes of the meetings.
