Your petitioner, `w7,ckenham Land & Investment Company, respectfully re-

quests a respread of certain assessments against Certain lots in Ridgedale

as Assessment Roll 7-2154, and was levied for the construction and pay_rnent of
local sewer on Fairview Avenue; in support o-C this request petitioner repre-
sents unto your board the following:

1. That Tti rckenllam Land & investment Co.1i?any, a Delaware corporation,
with resident offices in the city of Soui;h Bend is the owner of the '.-,erein

2. That both Ridgedale third and firth additions to the city of South
Bend are -recorded plats.

3. In the year 1927 the Fairview Avenue local sewer was constructed and
assessments therefor were levied in that ye<-r in the total amount of approx- "
irmately Twenty-eight Hundred '-Ll .hl tjT-U (:�2,832.70) Dollars and Seventy,% Cents;
that the first assessment of which V was due in the 7-ear 1928; that one -tenth of
said total assessment was raid for the fears 1928, 1929, 1930, and 1931; that ,I
there is a balance due on said assessments exclusive of interest and Penalties
in the sun of One T,�ousand Six Hundred and Nl inety-Nine (1,�1, 699. 62) Dollars and j
Sixty-two Cents representing the yearly unpaid assessment for the years 1932, i
1333, 1934, 1935, 1936 and 1937.

4. That said total delinquent and unpaid assessment in the sum of One
Thousand Six h unfired and Ninety-Klne (.,;1,e99.62) Dollars and Sixty-two Cents
is a lien against the folloi-nM lots in Ridgedale addition: •

were assessed in bulk and agai�ist acreage all before said-aidgedale fifth was
platted; that thereafter and on the t vrelfth day of July, 1932, Ridgedale fifth
addition was platted, which plat is now a ratter of record as of that date in
the City Of 3OUt'I -
Bed.
6. That an equitable respread of said assessment against the several lots
is in the following figures, to -wit:

Petitioner further represents to this board that the whole assessment is
nozi: past due, and the e(r ities in the assessment liar are fully rested in the bond-
holders; that the consent and petition of said bondholders to herein requested re-
spread is attached hereto and made a part of this x etition, and is in the following
words and figures, to -wit: (H.I. ); that all of the holders of bonds and coupons in
said assessment roll #2154 are iln a Gruber, 'Margaret 0. 114yers, and Catherine Yoder.
4JEEREFORE, petitioner respectfully requests this board to pro -rate and
respread the improver:ent of assessment roll =2154 as to the particular lot and as
to the -particular years as herein set forth.

The Board approved and established grades as recommended by the City Civil En-
gineer on Wilson Street from. 24th to 26th Street; and can 26th Street from Jefferson
Blvd. to Nashington Street.
rContinuation certificate of Street Excavation bend of Charles R. Loran with the
Employers' Liability Assurance Corporation, Limited of London, England, was approved.
Contractor's bond of Thomas L. Hickey, Inc. in the amount of '1000 with the Sea-
board Surety Company of "New York was approved..
./The Board approved the plan for the parking area at 115 N. South Street as sub-
ruitted by I-'irs. A.Verstraete. The Engineer was authorized to notify Ivirs. Verstraete
of the necessity of havin~ tl�e work Lone bar a bonded contractor Tlio has posted an ex-
cavation bond with the Board or tiorks and also of the necessity of filing a plan of th
proposed improvement with th-e Clerk of the Loard.

Avenue fr CM Sycamore Street east along the Indiana & T,11ichigan ElectricryCo« Company propert��
The Engineer was instructed to inform the Indiana w �,ichigan Electric company of this
approval and also to inf orm them of the necessity of obtainin- a per_r_lt for construc-
tion work on public thoroughfares. it
✓The Board received a petition from the Board of Park Commissioners requesting the
establishment of either• a watchman or a flasher at t1Ze intersection of Greenlawn
Avenue and the Grand Trunk Western Railroad company and the Board also received in- II
formation from the Grand Trunk offic=als that a flasher will be installed at this
crossing before the mark season opens.
A petition signed by twent�_�-five tax -payers and property ovrners asking for a �I
street liM_ht at the intersection of Olive and Lon -ley Avenue was received and was re-
ferred to lilr. Qualls of the Electric Department.
/mr. Qualls submitted a report upon the need for street lights at the intersection
of Indiana and Iiagnolia Streets and at Lubail and Nash Streets, as requested by a
petition dated Februe.r-�T 1. final action of the oard was postponed until a later date
Mr. Qualls submitted a report of investigE-lion for the need of a street light
along the 100 block of East South Street in which the need for a light was considered
non -essential. The Board followed the recoY ,,endation of Irir. Qualls and refused the
request.
Representatives of the Northern Indiana Railway_ Company were requested to attend
a meeting of the Board and discuss a petition received by the Board for a bus on West
Washington Street between Birdsell and Olive Streets. The street car company official
were given until the 27th of I,=arch, 1939, to stud7T the matter and report back to the
Board.

19r. Zmuc dzinski, Street o-imissioner, was present and matters pertaining to his de
partment were discussed. The Board approved the _rurc ase of Parts in the amount of
250.00 necessary for the repair of t he lgin sweeper and authorized the Street Com-
missioner toget these parts and ,lace the sweeper in shape for service.
/The Street Commissioner was authorized to purchase two push carts.
/14r. J. T. I,IcLonough, a representative of the Crown. Rock Sales Company appeared
before the Board and proposed a shipment of t=,ro tons of the material for demonstrating
purposes in repairing depressiens in city streets. He stated the_t this Proposal would
be verified by a letter and also suggested that a representative wo.ld be sent here to
assist the city employees in the construction work. TheBoard took the matter under
consideration.
