Regular meeting of the Board of Public ;Yorks was held at 9:00 A.M. on Monday,
February 6, . 1 9. All members were present. Minutes of the previous meeting were read
and approved. Pay for the various departments were approved proved in the amount of :a
�1238.27 and claims in the amount of �'738.80 of the following suppliers were approved
and ordered paid:

✓This being the date set on January
16th for a report of the various departments
on
the complaints filed with the Board,
the representatives of the Polish American
Civic
Association were present. The Association was advised of Mr. Quall's report that
the
lighting under the New York Central
tracks at =+estern Avenue were connected to
the
general street lighting system .)IL -Lich

The Association was advised of the attitude of the Grand Trunk officials. It was finall ,
agreed that the City En�:ineer should visit this corssing with one of the representatives
of the Associ at on to determine means of eliminating the hazards.
The meeting recessed at 10:30 A.T.I. because' of a special hearing; before theBoard of
Safety and reconvened at 2:00 P.1.4.

The Board
approved the grades
established on 24th Street between Washington Ave.
and McKinley Ave. as recommended by
the City Engineer.
✓ The Street Commissioner sub-mitted a report of materials furnished by the Street
Department for WPA projects during the month of January, 1939; and also submitted a
statistical report of the activities of the Street Department during the month of Januar ,
19 39 .
The following letter was received from the Twyckenham Lard & Investment Company in
response to our letter of February 1, 1939:
"Thank you for ;your letter of February Ist, 1939. In requesting a re-
distribution of assessments as outlined in our letter of January 27, 1939, 1
we were under the impression that such a redistribution could be made in view
of the fact that at times in the _past such redistributions have been made by
the Board.
"For instance on July 12th, 1932 we petitioned the Honorable Board of

Public V-1orks for a redistribution of Improve^ ent Assessments #2158 Widening
of Kline Street and 7#L2077 Soith East Trunk Settler, which assessments were
assessed against certain acreage in 1927. At the time this acreage was
platted into lots in 1932, we petitioned the honorable board for a redistri-
bution of these two assessments arJ-a_nst t'e lots in the Ridgedale 5th Addition,
and the honorable Board of Public 71orks granted such redistribution on July
25th, 1932.
"Therefore, we are again writing you and ask that you please give this
matter further consideration, as the Tvr ckenhan. Land 3- Investment Company is
only able to pay off 2ny indebtedness against our properties at the brie a
lot or individual piece of property is sold, due to the unlimited sale of un-
improved ,property.. � , tine sale of property warranted the clearing up of this
entire assessment we would be only too glad to do so, but we feel sure that
you realize the condit =ons the realtor has had to face these past six years
in regards to the improvement assessment situat.l on. Now therefore, if this
assessment could be allocated against specific lots as outlined in our letter
of January 27th it would help to eliminate a smtuation which at the present
time is beyond our control.rr
To which letter the Board responded as follows:
"'lPhile it may be true that in the -cast a re -spread of assessments was made

to apply to specific lots, t'_yis Board is Ln serious doubt as o whether or not
you can relieve any nne of those lots from the lien imposed by the entire assessment.
"The City Attorney has discussed t1 is ratter with Mr. Hartzer of the firm
of Loomis 8c Nartzer, who appeared to represent Twyckenham Land & Investment

Company, and informed him that certainly in view of the fact that these assess-
ments are now past due and delinquent, that no lot or parcel of the land aga'_nst
which the assessment was made could now be relieved of the lien of the entire,
assessment by re -allocation of the assessrrent, in view of the fact that instal-
ments are now delinruent.11
Continuation Certificates on
/Excavation bonds for the following men were approved and ordered placed on file
with he original bonds: Edward J. `Fnite; Iorris L. Briggs; Thomas J. 10cGrath,"Distler
Plumbing and Beating Company/and Carmine Puca.✓ A Continuation Certificate for Sign
Board and Bill Board Bond covering the General Outdoor Advertising Company',/was approved
and ordered placed on file.
A letter from Railton Genge, Captain of The Salvation Army was received by the
Board asking for the issuance of a permit to dump garbage :in the city dump off Lincoln
'Nay 4"lest. The Clerk of the Board was directed to send the following letter to Mr.Genge
"I am very sorry to state that the decision of the Board was that no
garbage could be placed in any of the city dumps. However, if you wish, you
may dispose of your garbage at any of the farms that the Garbage Master has
or you can make arrangements to have the Garbage Master pick up your garb age
and dispose of it as he sees fit."
The Board acknowledged and approved of t he following, recoYnmendat ions submitted by
the City Plan Commission:
1. That parcels of land in the Lincoln Plaza Addition be accepted by the Board of
Public luorks for street purposes on Elwood Avenue and Kenmore Street, if and when they
are presented.
✓ 2. The proposal of "Ainnie D. Rerick, et al. to dedicate by deed to the City a par-
cel of land 40 feet wide along; the south side of the ;proposed center line of West Ewing
Avenue from Kaley Street to Dundee Street.
3. The proposal of Charles V . and Florence I:i. Carothers to dedicate by deed to the
City a parcel of land 27 feet wide south fromt he centerline of Keller St. and lying on
the west side of -�h:roposed centerline of Illinois Street for the purpose of making
Illinois Street/bidet'
and proposal of Raymond D. Kuespert and Ruth S.Kuespert covering
property on Illinois Street.
-14. The acceptance of deed or deeds of any land south of the above described parcel
to Bulla Street, which may be offered to increase Illinois Street to full 60 feet width.
V 5. A petition to vacate the alley south of Prairie Avenue between Dorothy Street
end the first alleJT west was referred back to the City Engineer by the City Plan Com-
mission for additional inforrn,-:ticn.
6. A petition for vacation of an a lley in Baker and i'IcHenry Addition between Louise
and Roberts Streets was approved by the City Plan Commission was was referred to the
Engineering Department for preparation of _clans and resolution.
The Clerk of the Board was authorized to have recorded any deeds received in con-
nection with the above r e co=endat ions of the City Plan Commission.
✓A petition for a street light at the intersection of Dubai! and Fellows Streets was
received and referred tD the Electrical Department for-nvestigation and report.
✓^1he Boar authorized Mir. Zmudzinski, the Street Co_Missioner, to purchase an a i r-
pressur gun.
✓T-ilayor Pavey presented a letter to the Bcard concerning the expenditure of $100.00
for mer..bership in the United States Tnfe-rence of , ayors. There being no appropriation
for subscriptions or memberships to cover the mayorts membership in this organization,
the natter was not considered.
