Agenda: Bill No. 06-10 -Appropriation -Weed & Seed

Bill No. 06-10 Appropriation -Weed & Seed
Chairperson Rouse called the meeting to order at 3:40 p.m. and called upon Pam Meyer, Director
of Community Development to make a presentation. Pam explained the requested appropriation
was an awarded Department of Justice (DOJ) grant in the amount of $942,000. These dollars
are to be used for programming of eligible activities in Weed & Seed areas. The dollars cover
activities from 10-1-09 through 9-30-10 in the recently created site #2. Pam provided the Council
with a budget narrative (attached) for review. Pam added that currently thee was no federally
funded Weed & See program in 2011. Tim Rouse asked why there seemed to be more dollars
directed toward weed than seed. Pam said the targeted goal was a 50/50 split. However this
appropriation was 57% weed and 43% seed. Henry Davis asked if there were any measureable
outcomes. Pam's answer was yes, citing an I.U. in-kind study pointing to many tangible benefits.
Henry Davis asked if the outcomes or measures were valid if the outcomes or measures were
valid. Pam said the recipients of the programs help the effectiveness of the program by
establishing priorities through the Weed & Seed Steering Committee. Tim Rouse asked for a list
of steering committee members which Pam supplied (attached) focusing on early intervention to
break the cycle of violence seen as a preventable disease. Pam said that while unaware of that
resolution they did account for feedback from people in the areas served. Rouse stated he was
looking for meaningful measures to assure the effectiveness of the Weed and Seed approach to
problems. Henry Davis piggybacked on Rouse's comments saying there needs to be
accountability for the money spent. He asked for quarterly progress reports. Pam said the
federal government requires quarterly progress reports. These were to be sent to the Council.
On a motion by Henry Davis and a second by Ann Puzzello the measure was sent to Council with
a favorable recommendation.
Bill No. 10-06 and 10-07 Tax Abatement Petitions for Patterson Logistics
These two resolutions to be considered jointly pertain to an 8 year real and 5 year personal
property request. Bob Mathia was called upon to report the eligibility findings of his Economic
Development Department. Bob said all criteria had been met inferring a favorable
recommendation from Economic Development. Henry Davis asked about employment outreach
and other particulars. On a motion to send favorably by Ann Puzzello, seconded by Karen White
and supported by all it was so done.
''Miscellaneous matters
Under Miscellaneous, Chris Dressel who along with Larry Magliozzi has been responsible for
implementing effective 2016 census count, briefed the Council on their progress. With the help of
an information packet, (attached) they walked the Council through the census process. Several
Councilmember's asked questions of the, how, when, who, where variety. Satisfied and there
being no further business to come before the Committee at this time, Chairperson Rouse
adjourned the meeting at 4:23 p.m.
