Broden Other Council Absent: None Others Present: Kareemah Fowler, Bianca Tirado, Graham Sparks, Bob Palmer Presenters: Bob Palmer, Jen Hockenhull, Randy Rompola,Aladean DeRose Agenda: Bill No. 11-18- Amending Ordinance No. 10499-17 & Ordinance No. 10529-17 Bill No. 12-18- Ordinance Establishing New Parks Bond Service Fund Update-2018 Budget Amendment Schedule & City Wage Information Posted in Gateway-Jennifer Hockenhull, Administration&Finance Committee Chair Karen White called to order the Personnel and Finance Committee meeting at 4:01 p.m. She introduced members of the Committee and proceeded to give the floor to the presenters. Bill No. 11-18-Amending Ordinance No. 10499-17 & Ordinance No. 10529-17 Bob Palmer, Common Council Attorney with offices on the 4'floor of the County-City Building, stated, This is a proposal by the City Administration to basically reallocate prior appropriations from one (1) Fund to another Fund. Because it is time-sensitive, the request is that the Council approves all three (3)readings in one (1)night. Tonight,these two (2) Bills will come up under the Special Business section of the agenda. There will be a motion made to suspend the rules to allow all three (3)readings in one (1)night. The First Reading will count under Special Business,the Second Reading will be under Committee of the Whole, and the Third Reading will come in the Third Readings. Jen Hockenhull, City Controller with offices on 12th floor of the County-City Building, stated, The bill before you is to simply correct a recording error for the Parks Bond levy. Originally when we prepared the budget, we had prepared the Parks Bond and the Hall of Fame Bond as one (1) levy debt-service payment. Based on review of emails of conversations with the DLGF, now we are just breaking it into two (2) separate Funds. This new Fund will be Fund #312. These are net dollars,the same money, and no new money is being requested for or spent here. Councilmember Dr. David Varner asked, The levy for the Hall of Fame was supposed to disappear when the bonds were paid off, correct?And the suggestion was to just use that levy to pay for the Parks Bond and that's how we got to this point. I thought there was a State Statute that allowed us to keep an excess levy for a period of only ten(10) years. At the end of ten(10) years, I thought we lost that ability to keep that levy. Randy Rompola, Barnes and Thornburg with offices at 100 N. Michigan Street, replied, We were Bond Counsel on this Parks Bond. In a sense we are continuing that levy but in reality we are not. The Park Bond is a new free-standing tax levy but from a math standpoint,the Park Bond was structured so that the levy would essentially equate to the levy for the Hall of Fame Bond that is going off. You're correct we're not continuing it actually, but it is easier to understand when it is said that way. This does qualify for the impending Circuit Breaker. Councilmember Jo M. Broden asked, Are there any other expenses relative to the Park Bond that is affected by this? Ms. Hockenhull replied,No. We took what was left for the Hall of Fame and added the total of what this Bond is for. So all of the costs are accounted for. Councilmember Broden followed up, So the DLGF didn't advise us of this initially? Or what was going on? Ms. Hockenhull replied, I talked at length with the Commissioner of the DLGF and he pointed out that in the correspondence between us and them,,the wording we were using and what they understood were a little different. We were speaking the same language just with a few misunderstandings. Councilmember Broden followed up, With regard to the open door piece on this, where do we stand on this? Aladean DeRose, City Attorney with offices on the 12th floor of the County-City Building, stated, We posted forty-eight(48)hour notice and are in full compliance. This does affect other counties because John Glenn School Corporation shares boundaries in all three counties. 2 Committee Chair White then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. There were none. She then turned the floor back to the Committee for further comment or main motions. Committeerriember John Voorde made a motion to send Bill No. 11-18 to the full Council with a favorable recommendation. Committeemember Regina Williams-Preston seconded this motion which carried unanimously by a voice vote of three (3) ayes. Bill No. 12-18- Ordinance Establishing New Parks Bond Service Fund Ms. Hockenhull stated, This establishes the new Fund in order to go forward with the legislation you just send forward. Committee Chair White then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. There were none. She then turned the floor back to the Committee for further comment or main motions. Committeemember Regina Williams-Preston made a motion to send Bill No. 12-18 to the full Council with a favorable recommendation. Committeemember John Voorde seconded this motion which carried unanimously by a voice vote of three (3) ayes. Update-2018 Budget Amendment Schedule & City Wage Information Posted in Gateway- Jennifer Hockenhull, Administration & Finance Due to the scheduled times for Committee meetings, Committee Chair White asked that this presentation be moved to the following Common Council Monday and set to be heard at the February 26th, 2018 Personnel and Finance Committee meeting.
