All members were present. Minutes of the previous meeting were read and approved. A petition signed by five stated persons was submitted to the Board, requesting the improvement of the alley between Dayton and Dubail Streets, from Marietta to Rush Street, by grading and conditioning. This was referred to the Street Depart- ment with instructions to arrange for the work if it can be done with W.P.A. Tabor. The Secretary brought up the question of charges for flushing sewers and reported that in many cases no attention is paid to statements and letters regarding the payment. Instructions were given him to follow all such charges and make collections to the best of his ability until the account is one year old, after which time no further statements are to be sent out. Mr. Anderson submitted specifications for the installation of a new boiler at the Central Fire Station, as follows: • SPECIFICATIONS For placing One New Boiler and Removing Old Boiler Now In Building From The Premises Of The Central Fire Station, South Bend, Indiana. GENERAL CONDITION . The Contractor shall visit building and familiarize himself with the conditions of the entire heating system of the building, so that he -can properly figure on the work to be done, and give no excuse for not knowing the conditions as they are: as the entire job shall be first-class and of the highest standard. He shall furnish an acceptable bond to the full amount of his contract. The contract shall be of the standard form. TO BE The old boiler now in building shall be removed. New boiler, new radiation, new piping, to be changed, shall be as hereinafter specified, making a complete first- class job in every respect. Piping, where radiators and wall coils have the supply, without return. The nipple of return -end shall be removed and return pipe placed in same with trap in return line. The return lines from the radiators shall be welded into the main return at nearest point. • NEW RADIATION Place in rear of the building known as The Workshop. --One new wall radiator, equal to 160 square feet, the 9-section now in room and not connected can be used for part of this radiation; connect to the supply and return now in the hose tower. This radiation shall be placed on south wall with standard hangers bolted to wall, with return end 12" lower than supply end, and provide with supply valve and trap. Remove all check valves and traps now in return lines and place in return line of • each radiator and wall coils and in each bleeder and bottom of each main riser, a Warren Webster bellows, trap of sizes recommended by the Warren Webster Company. Trap equal to these can be used but the City Engineer shall be the judge as to its equality to strength, durability and efficiency. RETURN LINE IN BASEMENT The return lines near the basement floor shall be raised about 51011 from the floor. All return lines ahall be re -connected when main return line is in place. Connect the main returns to the Receiver and Pump hereinafter specified. "VACUUM BOILER FEED PUMP AND RECEIVER" Place in basement where directed, one Vacuum Boiler return pump and receiver of 3,000 feet capacity. -This to be driven by electric and of the Economy, the Worthington, the Yoeman Brothers make or equal. Connect same to the electric supply as per building code. Furnish all necessary switches that may be required by the Manufacturer and,Electrical Code. This pump is to supply the boiler with the condensation from the entire heating system and shall be provided with all necessary piping fittings and valves necessary and required by the State Boiler Inspector. BOILER Furnish and place in basement just east of the present boiler. One cast iron boiler of 2,731 feet capacity as rated by the Heating, Piping and Air Conditioning Contractor's Association. Make of boiler to be specified in bid so that: (1) The cast iron base of boiler shall be 12" high, set on 1/4" steel plate, 6" larger on two sides than the width of boiler and same length as boiler; with this in place; new foundation will not be necessary. Smoke Breeching The smoke breeching from boiler to the smoke stack shall be of No. 12 steel, riveted together after true fit has been obtained. The steel in old breeching can be used if in good condition. (2) "Boiler and Breeching Covering" The Boiler from base up shall be covered with 12" asbestos cement, well wired in place. This to be put on with several coats, the last coat to be troweled smooth and covered with canvas- when dry. Paint canvas with 2 coats of pure linseed oil and white lead,- colored -gray. The Breeching to be covered with 1" asbestos, all covering wired or banded in place. The Engineer can check as to its heighth. As the supply is now in and the smoke stack must be considered. (a) The present main supply now connected to old boiler shall be disconnected and run to the header or steam openings of new boiler. The valves on this line shall be replaced where directed. The pop safety valve on old boiler shall be placed on the new boiler and set as directed by the State Boiler Inspector. (b) Removal of old boiler. -- After the new boiler is in place and connected' with the heating plant, cut the old boiler to pieces and remove from the building. The dL-pression in floor where the old boiler sets shall have floor and sides cemented, making a smooth neat job. All pipes in basement, all wall coils and all radiators, and all exposed iron of boiler shall be given two coats of paint, adapted for that purpose. (c) At completion of job, leave building free of rubbish caused by the contractor. (3) The valves, steam gauge, pop -off safety valve now on old boiler can be used in connection with the new boiler pop -off valve to be set as directed by the Boiler Inspector.
